THIS RECRUITMENT IS TO FILL ONE (1) FULL-TIME VACANCY IN THE COMMUNITY DEVELOPMENT DEPARTMENT AT EITHER THE ASSISTANT OR ASSOCIATE PLANNER LEVEL AND TO ESTABLISH AN ELIGIBILITY LIST TO BE USED FOR FUTURE VACANCIES.

ASSISTANT PLANNER

Under basic supervision, reviews and approves basic residential, commercial, and industrial development proposals; assists developers and the public in applying planning and zoning regulations and City policies to planning projects.

ASSOCIATE PLANNER

Under general direction, to perform a wide variety of professional level work in the field of current and advance planning; redevelopment, zoning, architectural, and environmental matters; to provide information and assistance to developers and the public on planning related matters; and to provide highly technical and responsible support to the department director.

PRIMARY DUTIES AND RESPONSIBILITIES:

Assistant Planner

Education, Training, and Experience Guidelines:

Bachelor's degree in urban and Regional Planning or related field and one-year of public sector planning experience in an architectural firm or other related office.

Knowledge of:

  • City organization, operations, policies, and procedures.
  • City General Plan, zoning codes, and land use regulations.
  • Principles of land use planning.
  • City, county, state and Federal laws, codes and regulations pertaining to community planning, including California Environmental Quality Act (CEQA).
  • Personal computers utilizing standard and specialized software, including GIS software applications used in planning, mapping, and statistical analysis.
  • Record keeping and file maintenance principles and procedures.

Skill in:

  • Following verbal and written instructions and procedures.
  • Understanding and interpreting land use and zoning enforcement regulations, and state and Federal laws.
  • Checking designs, details, estimates, plans, and specifications of planning projects. Maintaining accurate and interrelated technical records.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Establishing and maintaining cooperative working relationships with co-workers, elected officials, developers, contractors, and representatives from other local, state and Federal agencies.
  • Effective verbal and written communication.

License and Certification Requirements:

Must possess a valid California Class C Driver's License and maintain a satisfactory driving record.

Associate Planner

Education and Experience:

  • Bachelor's degree in Urban and Regional Planning or related field, and three years of professional municipal planning experience.

Required Licenses or Certifications:

  • Must possess or have the ability to obtain an appropriate valid California Driver's License and a satisfactory driving record.

Required Knowledge of:

  • City organization, operations, policies and procedures.
  • City General Plan, zoning codes, and land use regulations.
  • Principles of land use planning.
  • City, county, state and Federal laws, codes and regulations pertaining to community planning, including California Environmental Quality Act (CEQA).
  • Personal computers utilizing standard and specialized software, including GIS software applications used in planning, mapping, and statistical analysis.
  • Record keeping and file maintenance principles and procedures.

Required Skill in:

  • Understanding and interpreting land use and zoning enforcement regulations, and state and Federal laws.
  • Organizing, evaluating, analyzing and presenting data and information.
  • Checking designs, details, estimates, plans, and specifications of planning projects.
  • Researching and analyzing the factors affecting community planning projects.
  • Effectively transferring technical knowledge to new and unique situations.
  • Maintaining accurate and interrelated technical records.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Managing project development and implementation.
  • Interpreting planning and zoning programs.
  • Performing professional planning work with a minimum of supervision.
  • Providing training to less experienced planning staff.
  • Checking building plans for conformance with land use, architectural and zoning regulations, and suggesting changes to achieve compliance.
  • Establishing and maintaining cooperative working relationships with co-workers, elected officials, developers, contractors, and representatives from other local, state and federal agencies.
