Senior Planner - Rutland Regional Planning Commission (RRPC)

Location: Rutland, Vermont

Position Type: Full-time

The Rutland Regional Planning Commission (RRPC) is seeking a Senior Planner to join our dynamic team of professionals committed to fostering sustainable, resilient communities across the Rutland Region. As a Senior Planner, you will work on diverse regional and municipal projects, collaborate with community stakeholders, and provide expert guidance on planning, zoning, and infrastructure development.

Key Responsibilities:

  • Lead and manage regional and municipal planning projects, including land use, transportation, environmental, and community development initiatives.
  • Provide technical expertise and planning support to local governments, boards, and commissions.
  • Develop, implement, and update municipal and regional plans, bylaws, and ordinances.
  • Assist with grant writing and administration, including managing projects funded through state and federal sources.
  • Conduct public outreach and facilitate meetings with community stakeholders, ensuring inclusive and transparent processes.
  • Perform data analysis and mapping using GIS, ensuring data-driven decision-making for project planning and evaluation.
  • Monitor legislative and policy developments relevant to regional planning and provide insights to the RRPC and its partners.
  • Mentor and collaborate with junior staff, offering technical guidance and project management support.

Qualifications:

  • Bachelor's or Master's degree in urban/regional planning, geography, public administration, or a related field. AICP certification is preferred.
  • 5+ years of professional planning experience, preferably in regional or municipal planning.
  • In-depth knowledge of Vermont's land use laws, environmental regulations, and transportation planning practices.
  • Proficiency with Adobe Creative Suite, ArcGIS, Microsoft Office, and other planning programs or tools is a plus.
  • Strong written and verbal communication skills, with experience in public speaking and conducting community outreach.
  • Proven ability to manage multiple projects simultaneously and meet deadlines.
  • Experience with grant writing and project administration.
  • Collaborative spirit, with an ability to work effectively with diverse groups, including municipal officials, community members, and other stakeholders.

Preferred Skills:

  • AICP certification (or willingness to obtain).
  • Experience working in rural or small-town settings.
  • Familiarity with Vermont's legislative landscape and planning frameworks.
