Position Description:

This posting will be used to fill a full time, permanent, Planner III position on the Critical Area Team in the Development Division of the Office of Planning and Zoning. The Critical Area Team is responsible for the review of all commercial and residential minor and major subdivisions, residential and commercial building and grading permits, and Site Development Plans within the Critical Area for compliance with adequacy of facilities, subdivision, zoning, and landscape ordinances, along with all Federal, State and local environmental regulations. The Critical Area Team provides feedback on Variances and Special Exceptions, in addition to other duties as assigned.

This is responsible supervisory and complex professional work in the field of planning and environmental protection.

NATURE AND VARIETY OF WORK:

This Planner III position will assist the Team with the implementation and continued development of the Anne Arundel County Critical Area Program, Public Education and the review of complex development projects for compliance with all applicable regulations. This position will have Supervisory and Project Management responsibilities as well as direct coordination with the Critical Area Commission Staff. The position's work program and objectives are set forth by a lead person or supervisor, but the employee will exercise considerable initiative and judgment in carrying out assigned projects.

Work involves responsibility for planning, scheduling, and conducting major planning projects or zoning processes. Work includes responsibility for defining project questions or problems, designing project methods and procedures, and carrying through to completion major planning assignments. Supervision may be exercised over Planner I and Planner II and paraprofessional subordinates when assigned to assist in surveying, researching, and drafting written reports, legislation, or related graphic materials. Work programs and objectives are set forth by a lead person or supervisor, but the employee exercises considerable initiative and judgment in carrying out assigned projects. Work is reviewed periodically by the supervisor.

Examples of Duties and Knowledge, Skills and Abilities:

Oversees and coordinates the processing, review and development of recommended departmental positions on complex projects involving land use, environmental resources, transportation or urban design.

Conducts research, planning, and technical analyses for complex planning projects related to land use, environmental resources, transportation or urban design.

Project management of site-plan reviews, zoning and subdivision regulations, and large-scale land use proposals.

Assists in the formulation of planning or zoning policy; represents superiors at various meetings; provides information on planning matters and regulations to the public.

May supervise the work of subordinates assigned to specific planning studies or to projects involving tabulating, compiling, and drafting survey data for reports and the preparation of component portions of major reports and/or supervises planning analysts in review of zoning issues and development plans.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of the principles, practices, and objectives of environmental planning and land use policies.

Thorough knowledge of Critical Area laws, regulations, and policies as they apply to planning, zoning,and project review.

Considerable knowledge in field and of technical resources relevant to the work.

Considerable skill in program development for the implementation of Critical Area policies and regulations..

Thorough knowledge of research methods employed in the collection, evaluation, and presentation of planning data.

Ability to express basic ideas effectively, both verbally and in writing.

Ability to communicate routine information clearly and concisely in the manner requested.

Ability to establish and maintain effective working relationships with coworkers, representatives of other planning agencies, and the public.
