Minimum Qualifications

Master s degree in planning and two years of planning experience; Bachelor s degree in planning and four years of planning experience; or Bachelor s degree in a planning related field and five years of planning experience are required. Additional experience in planning may substitute for the required college education on a year for year basis. Planning related fields are Geography, Architecture, Engineering, Economics, Statistics, Sociology, Urban Studies, Computer Science, Business Administration or Public Administration.

Recruitment Notes

This is professional planning work carrying out complex planning projects or studies and community development strategies, projects or programs in Miami-Dade County's Public Housing and Community Development (PHCD) Department.

The ideal candidate develops, implements and manages housing programs and other programs addressing community development and neighborhood revitalization issues, especially programs serving low income and disadvantaged groups. Additionally, the candidate will have an understanding and ability to apply complex federal regulations with a focus on program compliance, as well as the ability to write and read contracts while working with project proformas and budgets. A Certified Planner (AICP-American Institute of Certified Planners) certification is preferred.

Further, employees in this class perform a variety of analytical tasks related to the planning, implementation, and oversight of local, state, and federal funding, including but not limited to, Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) entitlement programs, Emergency Solutions Grant (ESG), State Housing Initiatives Partnership (SHIP) funding sources for housing and community development activities. This position coordinates planning, budgeting, and reporting of local, state, and federal funds; provides information to the public and obtains public input on County housing needs; works with public and private agencies to coordinate local efforts to serve a wide range of income households and to develop new initiatives and support new housing development using local, state, and federal funds; conducts environmental reviews and oversees loan and grant programs; and works directly with housing developers, private trusts, foundations, lending institutions, and federal and state agencies.

Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, when there is a declared state of emergency issued for any portion of Miami-Dade County, all employees of PHCD will be required to adhere to directives from the Mayor or the Mayor's designee to report to work and perform all duties assigned during a declared state of emergency.
