  • Researches, reviews, and interprets changes to development regulations.
  • Researches, analyses, and prepares reports on land use, physical, social, and economic data, zoning, zoning verifications, interpretations, variances, and nonconforming rights determinations.
  • Assists in preparation and implementation of City's Comprehensive Plan in relation to land use.
  • Oversees and administers the work of the City of Clovis' Planning & Zoning Commission.
  • Compiles agenda, minutes, and disseminates meeting notices to the media.
  • Assists in administration of Unified Development Ordinance and Subdivision Regulations.
  • Attends various meetings and serves as technical advisor for zoning matters.
  • Acts as Floodplain Administrator for the City of Clovis.
  • Responsible for zoning reviews and approvals related to zone changes, Unified Development Ordinance amendments, special use permits and variances, and improvement plans to ensure compliance with city ordinances.
  • Prepares and presents Commission action items related to Planning and Zoning activities.
  • Serves as primary contact providing information, technical assistance, and guidance to the public on zoning administration and the Unified Development Ordinance requirements, city policies, and review procedures.
  • Identifies areas of concern for management review and potential action.
  • Keeps immediate supervisor fully and accurately informed on all issues.
  • Uses updated GIS data to ensure accuracy of maps; prepares and updates other graphics and data.
  • Prepares and presents special and recurring reports.
  • Assists with zoning enforcement activities.
  • Makes presentations to community organizations and public schools concerning planning and zoning.

Minimum Qualifications

Associate's degree in public administration, or a related field, plus three (3) years of progressively responsible professional experience in zoning administration, code enforcement with public agencies, or an equivalent combination of education and experience that would likely produce the required knowledge, skills, and abilities.

Licenses and Certificates:

  • Equivalent or higher of a New Mexico Class "D" driver's license.
  • League of Certified Floodplain Manager (CFM) (or able to obtain within 1 year).
  • New Mexico League of Zoning Official certification (or able to obtain within 1 year).
