Summary

The City of Bend Community Development Department is recruiting for one (1) full-time, regular, Assistant Planner position. This opportunity is represented by City of Bend Employees Association (COBEA) and is FLSA non-exempt (overtime eligible).

As part of the Current Planning Division, the Assistant Planner performs routine planning activities involving a basic knowledge and understanding of the physical, social and economic concepts underlying planning work. The duties require effective communication with the public and City staff. This position provides assistance to the public at the Permit Center customer counter and processes less complex planning applications and building permits. Knowledge of city geography, maps, land use data, other technical materials associated with planning and technical writing is beneficial in this role.

FUNCTIONS, DUTIES AND RESPONSIBILITIES:

Staffs the Permit Center counter, Provides information and assistance to citizens, project applicants, developers, architects, engineers, and internal staff regarding questions on zoning, land use, current and long-range planning, minor building requirements, signage, and/or other related issues.

Schedules, prepares, and distributes planning materials and routine reports to appropriate individuals involved in pre-application, advisory, and/or other related meetings.

Receives, logs, and tracks plan submittals; reviews building permits, zoning letters, and/or other related items for planning and zoning issues.

Organizes and maintains departmental case files and related materials.

Complies with safety requirements of the position and actively promotes safe work practices.

In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.

Performs other duties of a similar nature or level.

Knowledge, Skills and Qualifications

Knowledge of:

  • Applicable codes, rules, laws, and regulations;
  • Basic urban planning principles;
  • Customer service principles.

Skill in:

  • Using a computer and related software applications;
  • Providing customer service;
  • Handling multiple tasks simultaneously;
  • Reading and interpreting blueprints and building plans;
  • Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Education, Experience, Certifications and Licenses Required:

Bachelor's degree in Planning, Geography, or closely related field and at least six months of customer service experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Six months of experience or internship in a Planning function preferred.
