JOB SUMMARY

Responsible for the overall management, operation, planning, organizing, and budgeting of the Planning and Zoning Department. This position reports directly to the Village Manager and exercises supervisory responsibilities over planning and zoning personnel and any outsourced contractors and/or vendors of the department, as applicable.

ESSENTIAL JOB FUNCTIONS

  • Plans, develops, organizes, coordinates supervises the efficient and safe operation of the Planning & Zoning Department; delegates functional activities to subordinates and supervises all departmental staff.
  • Oversees outsourced consultants and administers relative agreements on matters related to the Planning and Zoning Department.
  • Interprets federal, state and local regulatory policies and laws and develops specific operating procedures which comply with all requirements; formulates policies on the plan review process.
  • Collects, complies, tabulates, and analyzes data and factual materials fundamental to a comprehensive planning program.
  • Prepares staff reports and public notices for Public Hearings (background, analysis, ordinances and resolutions drafts, etc.) in an effective and timely manner
  • Interprets the Village's Comprehensive Plan, Land Development Code and any other applicable land use regulations.
  • Reviews potential modifications to the Comprehensive Plan, Land Development Code and other land use regulations to ensure compliance with legislative and regulatory requirements; assesses their impact on the village's planning efforts and makes appropriate recommendations to the Village Manager for implementation; updates the documents as required and as necessary.
  • Reviews and processes plans and Business Tax Receipts (BTRs).
  • Supervises Zoning Reviews and Inspections of all permits submitted.
  • Maintains, manages and updates all Planning and Zoning datasets on the Village's GIS site.
  • Serves as principal staff for planning and zoning matters before the Village Council, Local Planning Agency and other village boards and committees; serves as the subject matter expert for the Planning & Zoning Department; makes oral presentations when needed and/or requested.
  • Works collaboratively with and regularly interacts with other agencies, boards, authorities, commissions, and civic groups; represents the Village to outside agencies on planning and zoning matters.
  • Develops and manages the department's annual operating budget and submits annual budget estimates and accompanying descriptions of need to the Village Manager.
  • Meets with members of the public and provides assistance and information as required, emphasizing on courteous service
  • Performs other related duties as assigned.

QUALIFICATIONS

Education and Experience

  • A Bachelor's Degree from an accredited college or university in planning, architecture, business, public administration, civil engineering, construction management, or related field. Master's degree a plus.
  • Seven (7) years of prior related experience in planning; public sector experience preferred.
  • Five (5) years of supervisory experience.

Licenses and Certifications

  • Must hold a valid State of Florida driver's license.
  • American Institute of Certified Planners (AICP) certification required.
  • GIS Professional certification preferred.

Knowledge, Skills, and Abilities

  • Knowledge of principles, practices, techniques, and equipment used in modern land planning project administration.
  • Ability to read architectural plans.
  • Ability to read and understand code regulations.
  • Proficiency in oral and written communications
  • Must be computer literate with knowledge of Microsoft Office applications, Arc GIS and capable of learning Village-specific applications.
  • Ability to use small office equipment, including copy machines or multi-line telephone systems. Use computers for data entry; use computers for word processing and/or accounting purposes; and use highly technical computer applications, including GIS or CAD.
  • Knowledge of Florida Sunshine and public records laws.
  • Organizational, management, budget and contract management skills and experience.
  • Ability to organize, director and coordinate a wide variety of projects.
  • Ability to maintain high ethical and professional standards
  • Ability to work independently and exercise discretion and independent judgment.
  • Ability to maintain effective working relationships with the general public, co-workers and elected officials

WORK ENVIRONMENT AND PHYSICAL DEMANDS

  • Work is performed indoors in an office environment as well as outdoors performing field inspections.
  • Must have the use of sensory skills to effectively communicate and interact with other employees and the public through the use of the telephone, email and personal contact.
  • Requires the physical capability to effectively use and operate different office equipment, such as but not limited to, a telephone, desktop computer, calculator, copier, scanner, fax machine, etc.
  • Requires sitting, standing, walking, bending, crouching, reaching & extending and repetitive motion; occasional lifting and moving of light objects; exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
