Within the Department of Planning and Building, this position is responsible for reviewing, issuing, and reporting on requests associated with encroachment agreements (including air rights, rights of ways, and easements), reviewing and reporting on the status of properties and improvements in an effort to ensure compliance with codes and ordinances of the Town of Zionsville, Boone County, and the State of Indiana, conducting site visits and inspections associated with the issuance of encroachment agreements and compliance with requirements contained within the Town of Zionsville General Ordinance, PUD commitments.
Duties and responsibilities
Working under the direction of the Manager of Permitting and Inspections and operating with instruction and oversight, the Zoning Technician:
- Inspects and reports on compliance of properties, building, and improvement with applicable codes and ordinances
- Analyzes encroachment agreements (including air rights, rights of ways, and easements), evaluating against applicable development regulations, and confirms compliance with applicable codes and ordinances
- Prepares permits and agreements for issuance, and conducts communications with applicants and interested parties regarding the same, and facilitates issuance
- Prepares correspondence associated with compliance with Town of Zionsville General Ordinance
- Inspection components associated with the granted approvals for compliance and with applicable codes and ordinance (generally, but not limited to, visual inspection of completed work as well as construction activity that is occurring).
- Supports the Permit Technician through cross-training as related to service lines
- OSHA 10 certification within one year of hire, updated every 5 years
Qualifications
- This position requires a minimum of a high school diploma, or equivalent.
- Two years' experience in field of permit processing and/or experience in the field of construction planning, zoning and petitions or property management.
- Knowledge of, or ability to learn, applicable building codes and construction standards.
- Ability to obtain knowledge of Town of Zionsville Zoning Ordinance, Subdivision Control Ordinance, and Town Design Standards.
- This position requires a pleasant, professional demeanor, good language skills, and the ability to work well with a diverse group of people
- Excellent customer service skills required.
- Creative thinking in planning solutions.
- Demonstrated knowledge and skill in the use of office computer systems and equipment is required
- Valid Indiana Driver's License
Working conditions
This position requires a variety of inter-personal situations that must be handled with good judgement in a professional, discreet manner. The ability to work on several tasks at the same time and complete tasks effectively is required. This position requires the ability to work and communicate well with individuals from all levels.
The individual works in a combination of office and field environments with exposure to dust, odors, and noise. May complete tasks outdoors in all types of weather. May be required to work outside of normal business hours.
Physical requirements
This position requires the physical and mental ability to conduct meetings, to enter and move about all Town facilities, and to inspect development and building sites for compliance with Improvement Location Permits, conditions of approval, written commitments, and Town ordinances.
