The Homebuyer-Rehabilitation Management Specialist is responsible for assisting with the overall administration of various housing assistance programs, including administering the Borough's first-time home-buyer assistance program and managing affordable housing rehabilitation projects. Work is performed independently under limited supervision with considerable latitude. Position typically requires processing and interpreting of more complex, less clearly defined issues.

MINIMUM QUALIFICATIONS:

Bachelor's degree in public administration, finance, business, or housing-related field strongly preferred, supplemented by three or more years' experience in construction management, real estate, homebuyer finance or housing related activities; or high school degree supplemented by seven or more years' experience in construction management, real estate, homebuyer finance; or an equivalent combination of education, certification, training, and/or experience. Must be willing to obtain necessary training in US Housing & Urban Development-related processes and systems within one year of hire. Must possess a valid Pennsylvania driver's license.

In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree public administration, finance or housing-related field
  • Experience with housing and public finance programs including CDBG and HOME
  • Experience in securing grant funding for projects
  • Experience in housing rehabilitation, specifically working with contractors
