DEFINITION: The position requires problem-solving ability, self-confidence, and professional judgment in addition to strong negotiation, analytical, organizational, mathematical, and communication skills. Performance of professional and technical work as a liaison between the planning, engineering, finance, building and inspection divisions and departments of the city. The position requires a diverse knowledge of financial guarantees, construction processes, and site planning implementation.  SUPERVISION RECEIVED AND EXERCISED: Receives general direction from the Director of the Community Development Department. The Development Coordinator provides input on matters related to assigned duties and supervises other administrative staff members. EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES: Provides professional and technical information to residents, developers, contractors, architects, and engineers concerning zoning regulations, annexation and subdivision improvement agreements, development fees and construction issues based on extensive knowledge of planning methodologies and interpretation of city requirements. Oversees aspects of the site development process and collaborates with other city departments, regional, state, and federal agencies, and special districts to facilitate construction workflow and necessary completion dates are met. Initiates solutions and remedial action to address inconsistencies related to plan approval versus actual site conditions to facilitate completion of projects, while complying with all City approved plans. Assists in the approval for issuance of certificates of occupancy and compliance for all industrial and commercial structures, multi-family units, residential subdivisions, and tenant improvements. Anticipates potential problems and issues, which may have consequences for the building and planning divisions and develops procedures to prevent them. Serves as a liaison between various divisions and departments, including but not limited to, planning, engineering, finance, inspections and building. Collaborates with other city departments to improve inter-departmental processes and ensures proper communication during permitting and construction phases of development. Creates standard operating procedures related to city fees, financial guarantees, site planning, construction and building practices, procedures, regulations, and other documents pertaining to the administration of the job duties. Accepts, maintains, tracks, and releases financial guarantees related to development projects. Communicates, orally and in writing, the city’s development philosophy and institutional expertise in periodicals, policy statements and on the city’s website. Develops and maintains documents and records, including Colorado Open Records Act inquiries. Prepares confidential correspondence and maintains classified files using a high level of professional discretion and ethical conduct when dealing with sensitive information. Collects data, performs research, and prepares reports which support departmental goals and objectives. Performs field inspections on all new residential subdivisions, commercial, industrial, and multi-family projects for compliance with city regulations and approved plans. May represent the city and the department in public or neighborhood meetings. Serve as secretary for one or more city boards and commissions, which will require attendance after normal work hours. Perform other duties as assigned.  EDUCATION AND EXPERIENCE: Bachelor’s degree in planning, public administration, or a related field, and two (2) years of relevant experience or an equivalent combination of education, training and experience.  Position is open until filled.
