ESSENTIAL DUTIES AND RESPONSIBILITIES

Support for all Planning and Development Department services and activities.

APPLICATION REVIEW:

Review and process planning, zoning, and subdivision applications; ensure compliance with appropriate laws, codes, regulations, and ordinances; prepare public hearing notices; provide staff assistance and prepare reports to the Planning and Zoning Commission, the City Council, and the City Manager and related boards and commissions.

COMMUNICATION WITH THE GENERAL PUBLIC:

Provide exceptional customer service. Interact with and provide information to citizens, community groups, developers, contractors, and businesses on planning, land use, subdivision, zoning, and site plan related issues. Fulfill public information requests and prepare zoning verification letters. Provide back-up to Planning and Development intake window. Prepare informational pamphlets and materials to help applicants understand Planning and Development processes.

POLICY AND PLAN UPDATES:

Assist with review/update of the Comprehensive plan, Parks Plan, zoning/subdivision ordinances, and other related Planning and Development codes, ordinances, plans, and policies; recommend and administer policies and procedures.

GENERAL RESEARCH AND SUPPORT:

Conduct topical research as assigned; prepare reports on operations and activities; make recommendations. Compile and maintain demographic data and assist with projections and estimates.

MAPPING AND GIS:

Assist with creation and maintenance of GIS datasets and online mapping service. Prepare informational maps as requested.

WEBSITE AND SOCIAL MEDIA:

Assist with updates to Planning and Development website and social media platforms.

FILE ORGANIZATION:

Assist with ongoing digital and hard copy file organization. Manage and execute Planning and Development archiving project.

INTERACTION WITH OTHER DEPARTMENTS:

Coordinate Planning and Development Department activities with those of other departments.

CITY REPRESENTATION:

Represent the Planning and Development Department to other City departments, elected officials, outside agencies, and the public at large; coordinate Planning and Development Department activities with those of outside agencies and organizations, as necessary.

PERIPHERAL DUTIES

  • Attend evening meetings of the City Council, Planning and Zoning Commission, Economic Development Board, and other boards as needed.
  • Attend seminars and workshops related to duties and responsibilities.
  • Attend professional development workshops and conferences, as needed; Travel to various destinations in and out of the city.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Two years of increasingly responsible experience in public planning, zoning, land use, subdivision, permitting, redevelopment and economic development analysis urban design, public administration, drafting of development-related codes and policies, and/or real estate development.
  • Graduation from an accredited college or university with a bachelor's degree in city, urban and/or regional planning, real estate development or a closely related field.

Knowledge of:

  • Principles and policies of regional, site, land use, and urban planning; urban design; parks; and trail planning, and redevelopment.
  • Zoning administration practices and methods.
  • Principles of subdivision and platting.
  • Principles and practices of short- and long-term planning.
  • Principles and implementation strategies for comprehensive planning program.
  • Basic principles of civil engineering and landscape architecture.
  • Pertinent Federal, State and local laws, codes, and regulations.
  • Microsoft Office, ArcGIS, and software associated with website content management.

Ability to:

  • Interpret and explain City policies and procedures to a variety of audiences.
  • Identify and respond to community, Planning Commission, and City Council issues, concerns and needs.
  • Attend to multiple details simultaneously. Quickly transition among varied subject matter.
  • Organize a large volume of information.
  • Communicate clearly and concisely, both orally and in writing. Make presentations to Boards, interest groups, and the general public.
  • Analyze zoning requirements and policies and make recommendations for needed revisions.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Interpret and apply Federal, State, and local policies, laws, and regulations.
  • Research, analyze and evaluate public service methods and techniques.
  • Generate content for and manage social media platforms.
  • Establish and maintain effective working relationships with those contacted in the course of work.

SPECIAL REQUIREMENTS

  • Possession of a valid Texas Driver License issued by the Department of Public Safety
  • Must be bondable

TOOLS AND EQUIPMENT USED

Personal computer including Microsoft Office (Outlook, Excel, Word, Powerpoint), ArcGIS, My Permit Now, Laserfiche, Incode, Adobe Creative Suite; tablet; phone; scanner/copy machine.

PHYSICAL DEMANDS

  • Vision adequate to operate vehicles and office equipment, read instructions and follow directions.
  • Hearing adequate to converse on telephone and in person.
  • Body mobility adequate to drive and perform related office duties including reaching and bending for files and related office items.
  • Use of hands and fingers adequate for operating vehicles, writing, typing, computer, copier, and fax machine and related functions.
  • Ability to lift office files, binders, and small office equipment as needed.
