OBJECTIVES:

Under the general direction of the Director of Development Services, performs professional urban planning and research services in the Development Services Department. The City Planner is a city staff specialist leading and managing the activities of the department's Planning and GIS section operations providing services to the community, citizens, and organization in the following areas: general planning practices, subdivision regulation, sign regulation, landscaping, parking, land use, zoning activities, comprehensive planning, data collection, 911 addressing, spatial analysis, quality control, map production, and database management. He or she leads and performs job duties to promote a positive image of the City organization, demonstrates effective interpersonal skills, and delivers exemplary customer service.

ORGANIZATIONAL RELATIONSHIPS:

  1. REPORTS TO: Director of Development Services
  2. DIRECTS: Assigned department staff
  3. OTHER: Staff representative to the development community and as designated for special advisory boards and committees

GENERAL STATEMENT OF DUTIES:

The City Planner position encompasses the following duties and responsibilities:

  • Provides unparalleled customer support by providing information regarding the land use regulations, site development, and municipal short/long term planning;
  • Advise Department Director in the necessity, preparation, and presentation of city ordinances related to planning and development;
  • Supervises the department's Planning Section, day-to-day tasks, manages and monitors project assignments and corresponding timetables;
  • Composition and editing of complex documents, including agenda items, graphics, resolutions, ordinances, agreements, and city regulations;
  • High degree of aptitude in implementing, reviewing, and interpreting subdivision and zoning regulations and sources of related planning information;
  • Familiarity with municipal zoning and comprehensive planning;
  • Reviews and provides comments concerning the Comprehensive Plan;
  • Works closely with building inspection section, code enforcement section, and GIS section for development compliance with established regulations;
  • Ability to perform under stressful working conditions, and strict deadlines;
  • Supervision and management of the preparation and compilation of land use cases and associated legal/property owner notices for various public meetings and public hearings;
  • Works with other city departments and agencies in assessing and implementing short and long range goals from the Comprehensive Plan;
  • Supervises the development and creation of maps, photos, and associated graphics related to planning activities within the City;
  • Ability to communicate clearly and concisely, both orally and in writing;
  • Uses GIS and/or computer-aided drafting software for problem solving and to create maps applicable to planning activities;
  • Thorough attention to detail in all aspects of job performance;
  • Attend, participate, and present at Planning and Zoning Commission meetings, City Council meetings and/or other boards as necessary;
  • High level of customer interface and development negotiation in working with applicants and the development community though the development process;
  • Development of presentations for city staff and public meetings;
  • Reviews plats, surveys, and site plans and providing comments concerning applicability to city codes;
  • Consults customers, land owners, developers regarding city regulations and the development process;
  • Expert knowledge of municipal zoning and comprehensive planning, and their relationship to the City of Marble Falls;
  • Identifies problems with current regulations and offers suitable solutions;
  • Attends development meetings with staff and customers to ensure a timely and compliant development process;
  • Prepares comprehensive staff reports regarding platting, zoning, and other land use cases;
  • Knowledge of relevant state and federal land use regulations;
  • Performs other duties as assigned.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The City Planner must be able to lift and carry up to 10 pounds and to pull, push, or drag up to 20 pounds of materials and supplies. The City Planner is required to walk, stand, and sit for extended periods of time. The City Planner must use eyes, ears, hands and fingers to perform assigned duties and responsibilities. The job of the City Planner is performed largely indoors but may require work outdoors in extreme temperatures including heat, cold, temperature swings, and inclement weather. This position requires the employee to have 20/20 vision with or without corrective lenses due to detail required in work.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND TRAINING: The following list has been identified as building blocks towards efficiency and effectiveness in this role:

  • The City Planner must have an in-depth understanding of municipal planning principles, construction practices, standards and methods.
  • Exceptional interpersonal and communication skills crucial for diverse stakeholders
  • Proficient in research, data collection, report drafting, and presentation design and delivery
  • Aptitude in the interpretation and enforcement of local ordinances in various development scenarios.
  • Ability to consistently make reasonable and fair judgments based upon community standards and expectations, knowledge of adopted ordinances and regulations.
  • Have a working understanding of AutoCAD and ArcGIS software.
  • The City Planner must be able to read, understand, and interpret site plans, engineering drawings, surveys, and plats.
  • Ability to exercise good judgement and create, build, and maintain positive and productive working relationships within the organization and community.

EDUCATION, WORK EXPERIENCE, CERTIFICATIONS AND LICENSES REQUIRED:

  1. Bachelor's degree in municipal planning/urban planning from an accredited college or university or related field and/or equivalent work experience.
  2. Five (5) to seven (7) years of governmental or private sector planning or relevant work experience.
  3. Three (3) years of supervisory experience
  4. American Institute of Certified Planners (AICP) certification preferred.
  5. A valid Texas driver's license.

Required to attend after hours meetings including City Council, Planning & Zoning Commission, Impact Fee Advisory Committee, and other committees
