Under the general direction of the Housing Manager, this position performs specialized professional and supervisory work involving administering and overseeing multiple federal, state, and local grant programs, contracts; monitoring all programs and ensuring compliance with specific rules, regulations, goals, and objectives established in the various grant programs.

Responsibilities and Reporting During an Emergency Situation:

Essential Employees may be required to work during a declared emergency Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

Non-Essential Employees will not be required to work during a declared emergency The employee's Department Head will determine when the employee will be required to work.

Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include assigning and directing work; and addressing complaints and resolving problems.

Duties/Responsibilities

  • Assists with ensuring adherence and compliance with all federal, state, and local laws, rules, and regulations that govern City grant programs. Ensures compliance with federal regulations including, but not limited to, Davis Bacon Labor Act, Fair Housing, Lead Based Paint Hazards, National Environmental Policy Act, and other requirements. Assist with the development of and modifications to policies and procedures documenting compliance of Housing programs with federal requirements.
  • United States Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program and the State of Florida State Housing Initiative Partnership (SHIP) program, and local grant programs in housing and community development programs.
  • Prepares reports, planning documents, fiscal forecasting, analysis, and other required materials, to include the HUD Consolidated Plan, Annual Action Plan (AAP), Consolidated Annual Performance and Evaluation Report (CAPER), and the SHIP Local Housing Assistance Plan (LHAP) and Incentive Plan.
  • Assists with set-up of CDBG projects and activities in HUD's Integrated Disbursement Information System (IDIS); track accomplishments and generates required reports; creates, and monitors and reports on CDBG activity voLJchers in IDIS; report on required data and other related requirements in other reporting systems.
  • Assists in the preparation of budget recommendations, as assigned. Analyzes and review budgetary and fir.ancial data. Assist with development of budget for entitlement awards c1rtd program income. Assists in the preparation of the City budget. Writes and prepares public notices and newspaper advertisements for citizen participation. Assist with other public notice requirements. Assists with writing and preparing grant-related agenda items for City Council meetings.
  • Assists with the implementation and compliance monitoring of federal, state, and local program policies and procedural requirements for Housing grants, consultants and/or contractors including, but not limited to Build America Buy America (BABA) Act. Assists with oversight of Section 3 compliance, monitoring and reporting requirements. Assists with compliance monitoring and reporting requirements for Davis Bacon and other labor requirements.
  • Prepares scope of work, prepares and issues NTP, monitors contract compliance, payments, and monitor agreement timelines. Reviews and approves payment invoices.
  • Maintain close relationships with local, state, and federal agencies in affordable housing, redevelopment, and environmental areas.
  • Work closely to collaborate with city partners, non-profit organizations, and local institutions to implement housing and community development opportunities.
  • Coordinate program activities with other agencies/departments and advisory boards.
  • Supervise employees including Housing Assistance Specialist, and Housing Rehabilitation Specialist.
  • Assist in administrative and personnel functions including staff recruitment and selection, performance evaluations, training and development, coaching, assigning work, progressive disciplinary process including termination, and adherence to City of Fort Myers personnel policies.
  • Provides data analysis and statistics for federal and state reporting, grant funding applications, and community awareness.
  • Assist in developing and maintaining the operational systems including policies and procedures and monitors adherence to rules and regulations; interprets polices, federal regulations, and laws.
  • Performs related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Requires a valid driver's license with an acceptable driving record.
  • Ability to deal tactfully and effectively verbally and in writing with subordinates, other City employees, City officials, representatives of other jurisdictions and agencies, elected officials, and the public.
  • Ability to present ideas, findings, and conclusions clearly and concisely in oral and written form.
  • Strong customer service skills and ability to foster those principles in staff.
  • Proficient in word processing, spreadsheets, presentation software, housing software, etc.
  • Requires mathematical skills in calculation of budget needs.

Minimum Requirements

  • Requires any combination of education and/or experience equivalent to a Bachelor's Degree in Real Estate, Economics, Economic Development, Public Administration, Business Administration, or a closely related field and five years of progressively responsible experience in related work, including supervisory or management experience.
