DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS: (Individual duties, assignments and responsibilities required of the position)
- Attends and participates in meetings of the City Council, Planning and Zoning Commission, Board of Adjustment, Airport Advisory Board, Building Committee, Parks and Recreation Advisory Committee, and a variety of special purpose committees; provide information, advice regarding planning and development activities
- Select, train, and supervise personnel by assigning work duties, conducting performance reviews, and providing discipline as needed.
- Advise City officials on planning and development laws, codes, regulations, procedures, policies, and applications.
- Prepares annexation plans in accordance with state law, including timetables, City Council resolutions, public notices, service plans, analysis and recommendations, ordinances, and exhibits.
- Recommends changes and amendments to the Code of Ordinances concerning zoning, subdivision, sign, building and other development codes; ensures City compliance with appropriate codes.
- Oversee or assist in required maintenance or improvements to the City's buildings.
- Provides up to date information to the public and various Boards by conducting research, creating, and presenting various reports and packets, attending various meetings and communication with the public via phone, letters, and email.
- Prepares and manages annual departmental budget.
- Directs and manages special planning projects, this may be in coordination with consultants.
- Reviews platting and zoning related items, including but not limited to, rezoning, PDD modifications, special uses, special exceptions, conditional uses, variances, site development applications, subdivision construction plans, preliminary plat, final plat, re-plat, amended plats, lot consolidations as a member of the Development Review Committee.
- Acts as Chair of the Development Review Committee (DRC) and works with consultants concerning coordination of plan reviews, inspections, and pre-construction meetings.
- Review commercial and multifamily development applications for local ordinance compliance.
- Acts at the Airport Manager regarding operations at the Airport & works with Public Works regarding maintenance and contracted work.
- Review and approve plans and easement vacations that are eligible for administrative review.
- Other duties as assigned.
EDUCATION AND EXPERIENCE: (special training, certifications, college degree, etc.)
- Bachelor's degree in Public Administration, Geography or Urban Planning or equivalent; or four to ten (10) years related experience and/or training; or equivalent combination of education and experience.
- Three (3) to five (5) years of progressively responsible experience including one or more year in a supervisory capacity.
- American Institute of Certified Planners {AICP) certification preferred.
- Valid State of Texas Class C Driver license and a driving record without serious or frequent traffic violations.
KNOWLEDGE, SKILLS, AND ABILITIES: (technical, communication, interpersonal, etc.)
- Knowledge of Urban planning and zoning principles and practices; land use and development laws; federal, state, and municipal building codes; organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs; current and long-range planning methods, practices and procedures; knowledge of Municipal Government Management and processes.
- Must possess exceptional customer service skills and the ability to mentor and compel the same outstanding skills from all members of the department.
- Ability to work with and understand the roles of building inspection and code enforcement.
- Provide effective administrative and professional leadership, with the ability to foster an environment of teamwork and positive, goal-oriented direction to the Development Services Department.
- Strong public speaking skills with the ability to project confidence and a full understanding of the subject matter; skilled in written communication, negotiating, developing, and administering budgets; must be politically intuitive when establishing effective working relationships with City officials, developers, outside agencies, other City departments and the general public
- Ability to read and interpret diagrams, construction plans, building codes and ordinances.

- While performing the duties of this job, the employee will regularly be required to sit for long periods of time; occasionally required to stoop, kneel, crouch or crawl; frequently required to stand and walk; regularly lift and/or move up to 10 pounds and frequently lift and/or move up to 25 pounds.
