The County of San Diego is seeking a dynamic, independent, and innovative leader to fill a vacancy for Chief of Housing – Long Range Planning, (Official title: Chief, Departmental Operations), for the Long Range Planning Division. This unclassified management level position is in Planning & Development Services (PDS), which is part of the County's Land Use & Environment Group; and will report to PDS executive management.

The Chief of Housing oversees a team responsible for implementing housing policies and programs, including the Housing Element of the General Plan, transformative housing solutions, and housing legislation compliance in unincorporated areas. This critical role involves managing and supervising staff, ensuring transparent and compliant implementation of housing laws, and fostering collaboration with internal and external stakeholders to address housing affordability and sustainable development challenges, ultimately contributing to the County's vision for future growth and neighborhood transformation.

THE IDEAL CANDIDATE

The ideal candidate thrives in a fast-paced, high profile, and demanding environment; has depth and breadth of experience in the disciplines of strategic planning, project management, negotiating, and outcome-based performance management; has experience in land use, environmental, and sustainability planning; has an understanding in real estate and land development principle and practices; and has strong relationship building and collaboration skills with a track record of getting things done. Additionally, the ideal candidate will be a detail and solution-oriented individual responsible for ensuring excellent customer service and working collaboratively with stakeholders.

HOUSING DIVISION

The Housing division within Planning and & Development Services develops policies, ordinances, and programs that implement the County's General Plan Housing Element, closely aligning with the directives of the Board of Supervisors to address the region's housing challenges. This involves fostering affordable housing opportunities while concurrently preserving our environment. The Housing Division is leading initiatives to simplify regulations and provide more opportunities for affordable housing, such as developing the Inclusionary Housing Ordinance, By-Right Approval Programs, and innovative solutions to diversify housing types, all of which are crucial components in achieving the goals set out in the Housing Element. The Housing division collaborates with the wider County organization and other relevant departments to ensure seamless integration with the broader Housing strategy. It also manages various ongoing activities derived from federal, state, and local mandates, including analyzing pending housing legislation, coordinating with the San Diego Association of Governments (SANDAG), and heavily interfacing with Community Planning and Community Sponsor Groups.

Applicants must possess the following:

Five years of experience that demonstrates the ability to perform the essential functions of the classification which must include two years of management or supervision AND a bachelor's degree from an accredited college or university, or certified equivalency for foreign studies OR, A combination of experience and/or education as stated above. Notes: A master's or doctoral degree from an accredited U.S. college or university, or a certified foreign studies equivalency, may substitute for up to one (1) year of the required experience. Qualifying experience will include CAO Staff Officer or Project Manager experience that involves leading projects.
