Performs professional, administrative and inspection duties in all aspects of the Zoning Division's operations. Assists the Zoning Administrator with the administration and enforcement of zoning codes, including reviewing development plans, building plans, and sign permit applications. Serves as the alternate point of contact for the Zoning Division and provides administrative support for the Planning and Zoning Commission, the Board of Zoning Appeals, and the inter-departmental Technical Review Committee. Conducts skilled inspections to enforce City Zoning and Property Maintenances ordinances, performing both office and field duties.
Job Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned including those described in the Zoning Analyst I position.
- Establish and maintain zoning violation case files and records.
- Review property titles and tax records to verify ownership; photograph properties when necessary.
- Prepare clear, concise reports and correspondence to document inspections, complaints, referrals, and investigations, ensuring they align with applicable codes and standards and are appropriate for the intended audience.
- Collaborate with the Zoning Administrator in pre-application meetings with permit applicants, engineers, architects, contractors, developers, and property owners to discuss zoning issues and review development code requirements.
- Attend Planning Commission and Board of Zoning Appeals meetings in the evening as needed, on a case-by-case basis.
- Review permit applications for zoning compliance and conduct site inspections to ensure adherence to zoning codes and Planning Commission conditions.
- Inspect boardwalk and downtown properties in Ocean City, MD for compliance with outdoor display permits, signage, and parking ordinances.
- Review outdoor display applications for complaining with the municipal code.
- Review rental application for zoning compliance.
- Inventory and photograph parking lots, documenting space counts, deed restrictions, striping, and locations.
- Assist with the preparation of notices, citations, and file documentation for code compliance.
- Respond to public and attorney inquiries regarding zoning and housing violations and provisions of the Code.
- Investigate cases, prepare documentation, and provide testimony before administrative and judicial bodies as needed.
- Coordinate with other City and Governmental agencies and manage the staff review process for the Technical Review Committee.
- Work with the Zoning Analyst II on project research and correspondence related to zoning violations.
- Perform other duties as assigned by the Zoning Administrator.
- Serve the residents of Ocean City as a dedicated and trusted public servant.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelor's degree in planning, public administration or related field and at least two (2) years of
relevant experience, or equivalent combination of education and experience.
Professional ICC certification in zoning enforcement, active membership in AACE, or other
credentials are preferred.
Must have demonstrated experience with office computer systems and software programs,
typing and data entry skills.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Valid Maryland driver's license.
- ICC/AACE Zoning Enforcement Officer certification (must obtain within one (1) year of
- hire).
- Completes continuing education requirements to maintain professional certification for position.
Supplemental Information
LANGUAGE SKILLS:
Ability to read and interpret documents such as the Municipal Code as well as technical journals, budget and legal documents. Ability to respond to common inquiries or complaints from citizens, regulatory agencies or members of the business community. Ability to write routine reports and correspondence. Ability to effectively present information and respond to questions from board and commission members, customers and the general public.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Must be able to testify in quasi-judicial and judicial hearing and trials.
