The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision. More specifically, the position:
- Works with the Administration and Planning staff to prepare, evaluate and implement City policies and strategies that promote annexation on a systematic basis;
- Assists individuals, neighborhoods and businesses in determining the costs and benefits of annexation into the City;
- Interprets all adopted codes and ordinances pertaining to annexation;
- Prepares required documentation to process annexation petitions;
- Reviews and analyzes the impact of annexation proposals on parking, traffic, infrastructure, and other factors; proposes creative conditions or alternatives to ameliorate concerns stemming from such analyses;
- Oversees annexation processes;
- Makes presentations to neighborhood groups, business associations and other groups to promote and understanding of the City's annexation program; attends meetings, frequently at night;
- Coordinate the effective transfer of services between jurisdictions; oversee public concerns regarding services provided;
- Manages the preparation and maintenance of accurate and up-to-date records;
- Prepares a variety of studies, reports and related information for decision-making purposes;
- Initiate and coordinate annexation projects utilizing planning redevelopment, economic development, housing and neighborhood data and resources;
- Assists in coordinating assigned activities and functions with those of other City divisions, departments, counties and outside agencies as appropriate;
- Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility;
- Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, answering the telephone, conducting and attending meetings;
- Participates in department marketing and public relations efforts; attends and assists in conducting public hearings;
- Attends training, conferences, seminars, meetings, etc., to enhance job knowledge and skills;
- Performs other related duties as assigned.
Minimum Requirements:
- Bachelor's degree in urban or regional planning, law, real estate, architecture, landscape architecture or closely related field;
- Three (3) years of relevant prior experience;
- Required to type 30 corrected wpm;
- Valid South Carolina Class "D" Driver's License.
