Under general direction, manages Long Range Planning for the City of Pinellas Park, supervises staff, and develops and implements policies and procedures compliant with City Ordinances and Florida statutes.
QUALIFICATIONS AND REQUIREMENTS:
- A bachelor's degree from an accredited college or university with a major in Urban Planning or a related field and five (5) years professional Planning experience that includes two (2) years in a lead or supervisory capacity.
- Requires a valid Florida driver license.
- Certified Floodplain Manager (CFM) and American Institute of Certified Planners (AICP) certification preferred. CRS experience a plus.
- Primarily sedentary office work with occasional lifting/carrying up to 25 pounds. Extensive use of office equipment, including computers, recording devices, and electronic and voice communication systems.
- Requires flexible hours for attendance at City meetings and events. Occasional driving required to locations within the City, County, and Tampa Bay region.
EXAMPLES OF DUTIES:
- Manages the City's activities relating to Comprehensive Planning, the Community Redevelopment Agency (CRA), the Capital Improvement Program, and floodplain management.
- Trains and supervises employees as assigned. Works with and manages consultants.
- Coordinates the development, maintenance and execution of the Comprehensive Plan, Capital Improvements Program, the Community Rating System (CRS), and other special studies and projects as needed. Implements the City's CRA Plan.
- Makes presentations to the Planning and Zoning Commission, Community Redevelopment Agency, and City Council.
- Participates in workshops and community meetings.
- Represents the CRA at various meetings and functions.
- Provides management and oversight of assigned projects and personnel. Meets with development professionals, City staff, and the public regarding redevelopment activities.
- Initiates and develops new programs and projects to further the CRA's objectives for the revitalization of blighted areas and the provision of affordable housing.
- Coordinates the acquisition and development of property in conformance with the adopted CRA plan. Assumes a liaison role with the CRA Board of Directors, the Chamber of Commerce, developers, and business interests.
- Assists the Department in work of a complex nature; provides guidance and direction on projects and special assignments.
- Recommends and implements assigned Division policies and procedures; assists with preparation and management of the Division budget; assigns projects to staff; performs senior level professional planning work; conducts research and analysis, interprets State statutes, Countywide Rules, administrative regulations, ordinances, and City-wide practices and procedures.
- Represents the City to local and regional Planning groups.
- Assists with, or assumes responsibilities as needed in other areas of Community Development as assigned.
