IV. ESSENTIAL JOB FUNCTIONS
The Individual in the Planner I role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements determined by the town, department/division, pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
- Assist business owners, the public, consultants, and developers requiring information and technical assistance on planning and zoning matters.
- Represent the planning department and town at regional or local meetings, events, and conferences.
- Process land use and development applications from initial submittal through the development review process.
- Coordinate development review of applications with town staff, reviewing agencies, and applicants.
- Effectively communicate with developers, consultants, and the public in explaining planning procedures and standards.
- Assist in the design review of new commercial projects, and commercial remodels, and sign permit applications.
- Interpret and apply applicable codes and regulations, including the town's comprehensive plan, area plans, municipal development codes, and guidelines.
- Research background, and applicable regulations, and prepare analysis and findings of application review.
- Prepare staff recommendations through reports, supplemental material, and presentations to advisory boards, including, but not limited to Town Board, Planning Commission, Board of Adjustment/Appeals, and Historic Preservation Commission.
- Coordinate with town staff and Town Attorney's office in the preparation of development agreements.
- Oversee the completion of development plans prior to the construction phase and building permit phase.
- Conduct site inspections to ensure development is compliant with approved plans and town standards.
- Prepare zoning code enforcement documents, and coordinate and work with the town's code enforcement officers and property owners to ensure zoning code compliance.
- Research and generate records and reports on local demographics and development activity for administration and outside agencies.
- Prepare and maintain maps; provides technical assistance to GIS (Geographic Information Systems) staff.
- Create and post agendas, legal notices, meeting materials, and department documents on the town's webpage.
- Attend evening meetings, as needed, with the understanding that some schedule flexibility is required to accommodate these occurrences.
VIII. EDUCATION, EXPERIENCE AND FORMAL TRAINING
- Bachelor's degree in urban and/or regional planning or related field required.
- Previous experience in land use planning or similar discipline required, minimum one (1) year experience with development review preferred.
- Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
IX. LICENSES OR CERTIFICATES
- Must have a current Colorado Driver's License or the ability to obtain one upon hire, that meets the Town of Windsor's standards.
- AICP certification or eligibility for certification desirable.
