GENERAL DEFINITION OF WORK:

The Environmental Programs Manager performs responsible professional work under limited supervision of the Director of Community Development. This position plans, organizes, and performs the management and enforcement of County ordinances relating to erosion and sediment control, Virginia Stormwater Management programs, wetlands, and the Chesapeake Bay Preservation Ordinance.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

• Administers the Erosion and Sediment control ordinance; serves as administrator designated by the governing body.
• Administers the Virginia Stormwater Management Program; serves as administrator designated by the governing body.
• Administers the Chesapeake Bay Preservation Ordinance; serves as administrator designated by the governing body.
• Administers the Stormwater Management Ordinance; serves as administrator designated by the governing body.
• Monitors the application process for wetlands permits and serves as staff to the Wetlands Board.
• Responds to citizen complaints regarding environmental codes, draining, flooding, etc.
• Reviews land disturbance and wetlands permit applications and issues permits.
• Conducts field conferences and inspections with developers, contractors, engineers, homeowner groups, citizens and planning and zoning personnel.
• Informs developers, contracts, and engineers of deviations from approved plans and specifications and advises corrective action.
• Issues violation notices specifying required corrective actions and participates in other enforcement proceedings.
• Issues stop work orders for erosion control and wetlands violations; initiates legal actions to prevent or correct County ordinance violations.
• Prepares and assembles evidence of violations as required and provides expert testimony in court proceedings.
• Reviews and revises complex construction plans, site plans, subdivision plats, and rezoning plans to ensure compliance with standards, codes, and acceptable engineering principles.
• Performs surety (Infrastructure and E & S bond) estimate reviews and inspects sites to inform bond amount reductions and/or releases.
• Oversees and manages inspection of single family, subdivision and site plan construction sites to ensure compliance with County ordinances and approved plans.
• Oversight of BMP record drawing and construction certification program.
• Oversight of septic pump-out program
• Drafts ordinances, resolutions and legislation for submission to appropriate legislative bodies, including the Board of Supervisors. Attends Board of Supervisor meetings as required.
• Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the erosion and sediment control ordinance and related environmental codes. Knowledge of the methods and procedures used in code enforcement. General knowledge of current literature and recent developments in the environmental field. Ability to analyze and systematically compile technical and statistical information and to prepare technical reports. Ability to interpret various rules and regulations. Ability to prepare and present technical information clearly. Ability to read and interpret plans. Ability to contact property owners, contractors and the public and maintain satisfactory working relationships, firmness and tact in enforcing erosion or sediment control and stormwater codes. Ability to establish and maintain effective working relationships with associates, representatives of other public agencies, and the public. This position does require time out in the field, hiking, and presence at construction sites.

PHYSICAL REQUIREMENTS:

The work is performed indoors and outdoors where uncomfortable conditions may exist including extremes in temperature and adverse weather conditions. Inspection work typically occurs on active construction sites with the attendant dangers. The work requires moderate physical strain including walking, climbing, stooping, bending, and driving a motor vehicle. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm's length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

EDUCATION AND EXPERIENCE:

The Environmental Programs Manager must possess a Bachelor's Degree in Environmental Science, Civil Engineering, or related firm from an accredited college or university and a minimum of five (5) years professional experience, OR any equivalent combination of acceptable education and experience. Possession of the Virginia Department of Environmental Quality's Erosion and Sediment Control Combined Administrator Certification is required. Must be able to obtain or currently hold certification as a Virginia Stormwater Management Program Administrator or VSMP Combined Administrator. Coursework related to field determination of wetland limits, endangered and threatened flora and fauna, and tidal/non-tidal wetlands ecology is preferred.

SPECIAL REQUIREMENTS:

Possession of an appropriate driver's license valid in the Commonwealth of Virginia.
