SUMMARY

The GIS Coordinator develops, manages, coordinates and maintains the Geographic Information Systems (GIS) for the Town of Ocean City MD, and fills a primary role to provide expert consultation and direct GIS support to City departments. This position includes development and update of geodatabases, production of print and web map applications, as well as spatial analysis and research in support of the Zoning and Building divisions. Reports to the Director of Planning and Community Development.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Develop, maintain and update the Town of Ocean City GIS by building upon existing software, data and applications currently in use.
  • Coordinate and monitor the use of the GIS for data entry and geospatial analysis, mapping, and for the production of professional high-quality GIS based products such as maps, drawings, reports and databases. Prepare reports and maps in support of other City departments and OCDC.
  • Share data with external agencies such as Worcester County, State of Maryland, US Census, other municipalities, and utility companies, and improve database with current information.
  • Train and provide assistance to users of the system, maintain skills with current ESRI products and services.
  • Make field visits as needed to verify GIS and GPS data, coordinate with Engineering and Public Works to update existing infrastructure mapping, support Advisory Committee projects and Department Director as needed.
  • Review permit files, establish parcel addressing, update data layers for new demolition, construction and site improvements.
  • Maintain current E-911 maps in coordination with Fire/EMS, coordinate with OCPD for CAD system.

SUPERVISORY RESPONSIBILITIES

Intermediate project management skills with ability to achieve results with only moderate supervision. Train and monitor current and future staff in the implementation of the GIS. Administer and coordinate the Town's ArcGIS licenses with the Information Technology department and develop user policies and procedures as needed.

QUALIFICATIONS

Familiarity with the ESRI platform, including ArcMap 10.x, ArcGIS Pro, ArcGIS online, and associated open-source GIS tools is required.

EDUCATION and/or EXPERIENCE

Bachelor's or Master's degree in Geography, Geographic Information Systems, Planning, Engineering or a related field and a minimum of three (3) years of professional level experience required, including relevant GIS experience with local government products and services.

COMMUNICATION SKILLS:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Demonstrated ability to present data and planning analysis in graphic form, following professional standards for accuracy and quality of information.

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS:

Valid Maryland driver's license. Certification as a GIS Professional (GISP) at the time of hire, or obtained within one (1) year.

OTHER SKILLS AND ABILITIES:

  • Basic knowledge of the principles and concepts of land development and construction preferred.
  • Ability to read and understand architectural and engineering drawings.
  • Ability to deal effectively with sometimes conflicting interests of citizens, visitors, property owners, and businesses.
  • Prior experience with application processing, record keeping, filing, project organization and implementation is preferred.
