The essential function of the position within the organization is to provide planning support for the City's Development Department. The position is responsible for assisting with planning, zoning, subdivision and general development, site/plan review, customer service, and related records and reports. The position works under general supervision independently developing work methods and sequences.

Summary of Duties

  • Reviews site development plans and subdivision plats for conformity to zoning and development ordinances; coordinates review and acts as a liaison through the approval process with other staff members.
  • Provide customer service by coordinating information and assistance to City staff, the general public, and consultants/developers regarding City plans, zoning matters, and development requirements; conduct meetings with engineers, developers, architects, general public, and City staff regarding the development process and requirements, conducted in person, via telephone or internet.
  • Participates in studies for preparation of amendments to zoning and development ordinances; assists in planning-related activities such as population land use, demographics/census, and economic development programs.
  • Utilizes the City's GIS and other related systems to produce reports and analysis of planning-related issues. Interprets various maps and plans and makes recommendations and determinations accordingly.
  • Conducts extensive research in specific or general project areas.
  • Attends staff and other professional meetings to exchange information; attends technical or professional classes, seminars, or conferences to improve technical or professional skills.
  • Completes special projects and long-range planning efforts as directed.
  • Attend meetings and makes presentations to appropriate boards or commissions including but not limited to the Board of Zoning Appeals, and Planning Commission.

Minimum Qualifications

Knowledge of:

Operations, services, and activities of a community planning and development program.

Advanced principles and practices of urban planning, zoning, and development.

Recent developments, current literature, and sources of information related to municipal planning and administration.

Principles and practice of zoning ordinance administration and enforcement.

Methods and techniques of eliciting community participation in planning and development issues.

Research methods and sources of information related to urban growth and development.

Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.

Historic preservation laws, regulations, and programs.

Pertinent Federal, State and local laws, codes and regulations.

Ability to:

Perform advanced professional-level duties in the development, implementation, and modification of city plans and regulations. Identify and suggest needed changes to City codes, standards, and procedures.

Provide staff support to assigned commissions or committees.

Interpret, apply, and explain applicable Federal, State, and local laws, grant programs, codes and regulations.

Process development applications and coordinate necessary communication between staff, developers, and other agencies.

Analyze site design, terrain constraints, circulations, land use compatibility, utilities, and other urban services.

Prepare and analyze technical and administrative reports, statements and correspondence.

Present technical data, in verbal, written, graphic and map form, to a variety of boards and commissions.

Utilize specialized computer applications applicable to planning design and review.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education:

Requires a Bachelor's degree in urban, community or regional planning, public administration or a closely related field. Master's degree preferred.

License and Certifications:

Requires a valid Tennessee Drivers License. A member of the American Institute of Certified Planners preferred.

Experience:

Requires two years of related experience, preferably in a tourism-related or high growth environment.
