Anticipated Campus Hiring Salary Range: $6,361 - 8,334/mo (Campus Planner) or $7,842 - $9,166 per month (Senior Planner)

PURPOSE:

Under the general supervision of Associate Director of Campus Planning, the Senior Campus Planner will support the Office of Campus Planning in leading, organizing, and overseeing all physical planning activities from program conception to construction completion for all facilities and real estate related projects initiated by the campus, its neighbors or partners. This position plays a key role in implementation of the campus Master Plan, preparation of the campus capital outlay program which prioritizes projects required for the build-out of the campus master plan, and planning for the land use and facilities needs of campus auxiliaries including University Corporation, Athletics, Transportation and Parking Services, and the Otter Student Union.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

Project Planning — Independently manages individual capital project scope development and schematic design by working closely with planning staff and stakeholders, including managing consultants producing technical studies. Ensures projects are designed to the highest standards achievable and are consistent with all campus plans, design standards, environmental requirements, and sustainability commitments and has been reviewed by appropriate campus subject matter experts.This includes the preparation of Requests for Proposals and Qualifications from consultants; guidance for the work of consulting firms, participation in the design process, and coordination with the construction management team through the construction phase to maintain project scope consistency, including the timely filing of environmental documentation with Chancellor's Office staff and appropriate agencies.

Auxiliary Planning — Leads planning and design of land use, facilities, and infrastructure needs for campus auxiliaries. Manages planning studies, committees, and data analysis for current and future projects.Works collaboratively with campus auxiliaries and other stakeholders who manage daily operations and maintenance for housing, transportation, parking, athletics, and student union functions.

Capital Outlay Planning — Collaborates with staff and leadership to develop and maintain an effective and aggressive Capital Outlay Program to keep pace with the student enrollment pressures. Works with departmental staff and the campus community to develop a single source of prioritized and categorized projects for application to various funding sources, especially the Chancellor's Office 5-Year Capital Improvement Program (CIP) submission. Supports development of an annual transparent CIP process by providing timelines, approvals and potential funding source strategies.

Environmental Oversight — Leads environmental policy development and review related to the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA, Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Ground Water and Munitions and Explosive of Concern (MEC) cleanup, compliance and public comment. Leads the preparation and implementation of environmental documents and their requirements for campus projects and plans. Provides background analysis and information, prepares correspondence, coordinates legal and Chancellor's Office reviews and makes land use and environmental planning-related recommendations.

Plans/Studies and Regional Planning — Oversees the preparation of plans and studies, including Master Plan updates, which also involves the preparation of related environmental documents and ensures planning consistency with sustainability goals and mitigation measures. Facilitates regular campus involvement in planning practices and charrettes. Coordinates and prepares responses to planning issues with surrounding communities and local agencies on General Plans, community planning, county and regional planning activities. Attends and facilitates agency, professional and citizen meetings to achieve problem solving, some of the meetings may be in the evening/weekends.

Mapping, Documentation, and Database Management — Prepares and oversees preparation of maps and documentation for purposes of campus planning and construction. May assist other campus departments with GIS needs/functions. Manages documentation of land use entitlements, easements, and other real estate documentation related to campus parcels. Assists with data management for reporting to the Office of the Chancellor.
