The City of North Las Vegas is pleased to announce the recruitment and selection process for the position of Manager, Planning & Zoning! This position oversees both Advanced Planning and Current Planning functions for the City. This announcement provides background information about the organization, the requirements and expected qualifications for the position, and selection process information.

ABOUT THE CITY

The City North Las Vegas is one of Nevada's fastest growing cities, with a population near 300,000. Located in the northern reaches of the Las Vegas Valley in Clark County, the approximate 104 square-mile City is surrounded by Tule Springs Fossil Beds National Monument, Nellis Air Force Base, and the Desert National Wildlife Refuge. With our fantastic growth, The City of North Las Vegas is helping lead the region in cultural economic diversification with the development and redevelopment of the downtown area, Speedway Business Park, Apex Industrial Area and Hylo Park.

ABOUT THE POSITION

The City is filling one (1) vacancy for this position. The Planning and Zoning Manager is a leadership position within the City that guides and manages work plans and coordinates activities of a total of ten professional and support staff to accomplish a variety of long-range and current planning projects. Develops short- and long-range plans; gathers, interprets, and prepares data for studies, reports and recommendations. Manages department activities and workload with other departments and agencies as needed. Interprets, explains, and applies state, regional, and city planning policies or development codes to the public, including answering complex planning policy and zoning questions upon request. Conducts and oversees research and drafts revisions, amendments, and additions to City comprehensive and community plans and codes, including implementing work programs, collecting relevant information, and presenting proposed amendments at Planning Commission, City Council, and other relevant public meetings.

Creates zoning ordinance amendments and community development policies for the City, including obtaining input through public involvement, making revisions as necessary, performing research and analysis, and presenting findings and resolutions.

Exciting Projects for the City over the next few years include:

  • Tule Springs East Area Planning Initiative Plan: This is a unique area that includes BLM land intended for disposal; the Job Creation Zone North; and the future UNLV North Las Vegas Campus. When completed this plan will and a n opportunity to guide future growth and development in this key area of the city
  • Downtown Redevelopment: In Collaboration with the Redevelopment Division, the Planning Division will update the 2009 Downtown Master Plan and Investment Strategy. This update will incorporate the North Redevelopment Area encourage additional redevelopment projects within our downtown area and nearby mature portions of our city.
  • Comprehensive Master Plan: Leading the City's effort to update and revise the Comprehensive Master Plan to reflect the community's vision for future growth and development.
  • Master Planned Communities: Negotiating and managing the development of new, large-scale Master Planned Communities that align with the City's long-term strategic goals and zoning policies.
  • Zoning Ordinance Amendment: Updating the City's zoning ordinances to ensure they are modern, responsive, and capable of supporting the City's evolving needs and growth.
  • Strategic Plan: Implement the City's Strategic Plan 2025-2030. It is the City's shared vision to continue our progress made over the previous decade.

  • Pay considerations – The salary range for this position is $97,715.37 - $158,904.02. Salary offers will be made depending on qualifications and experience.

Qualifications - External

CANDIDATE QUALIFICATIONS

Education and Experience

  • Knowledge of the principles, practice and administration of municipal planning, in order to perform assigned duties at a level generally acquired through completion of a Bachelor's degree in city or regional planning or related field.
  • Six years of progressively complex and responsible municipal planning experience, which includes one to two years of supervisory experience, in order to effectively develop and manage division mission and operations.

Licenses and Certifications

  • A.I.C.P. Certification preferred.
  • Must possess a valid state driver's license and maintain satisfactory motor vehicle record and ability to obtain appropriate Nevada state driver's license within required time frame.

SELECTION PROCESS

The selection process will begin with a screening of the application/resume. The best qualified candidates will be invited to participate in the assessment process. The selection process will include:

  1. Prescreen
  2. Oral board interview
  3. Selection Interview
  4. Pre-Employment Screening – Selected candidates for this position are subject to a pre-
    employment screening which includes but is not limited to local & state criminal history check;
    federal criminal history checks via submission of fingerprints; and drug screening.
    **IMPORTANT INFORMATION: Background check processing may take 2 to 3 months to
    complete.

This process may be modified to include any combination of written, performance, and oral assessments to evaluate job-related education, experience, knowledge, skills, and abilities. The City reserves the right to modify selection devices and test instruments in accordance with accepted legal,
ethical, and professional standards. Appointment may be subject to the successful and timely completion of a post offer pre-employment background investigation and medical/physical examination, including a drug/alcohol test.
