- Assists the Director in the development and administration of goals, objectives, policies, and procedures related to the Planning Division.
- Conducts the most complex assignments or directs the work of others involved in the preparation and review of current of long-range planning projects; ensures that planning activities are conducted in accordance with federal, state, and local ordinances, rules, and regulations.
- Coordinates the preparation of environmental assessments in conformance with the California Environmental Quality Act, including the preparation of requests for proposal.
- Coordinates project review by other agencies. Evaluates conclusions of environmental assessments and prepares recommendations.
- Supervises professional technical staff engaged in advanced planning and current planning activities, including General Plan and Zoning Code maintenance, review of proposed developments, and processing of permits.
- Supervises preparation of the Planning Commission agenda and compilation of required reports and documents; serves as the liaison to the Planning Commission; attends City Council meetings when requested by the Director; makes presentations and responds to questions as required.
- Reviews, analyzes, coordinates related planning activities, consults with relevant parties, and prepares reports, conducts research and special studies.
- Assists in selecting Planning Division employees; plans and organizes work; develops and establishes work methods and standards; conducts or directs staff training and development; reviews and evaluates employee performance; executes disciplinary action.
- Directs the preparation of plans and specifications for work, which the Director orders at the request of the City Council; prepares long-term plans of capital improvement projects, including plans for financing.
- Assists in developing the department budget and monitors expenditures.
- May work in other functions or perform other duties within the Department of Community Development that may not be specifically related to planning.
