SALARY: $106,329.60 - $127,649.60 annually, depending on qualifications

THE ROLE:
The City of Pasco is seeking a skilled and experienced Planning Supervisor to perform advanced-level professional planning functions under the direction of the Community and Economic Development Director. This role will supervise the Planning team, manage complex and critical planning projects, and ensure all planning activities comply with local, state, and federal regulations.

ESSENTIAL RESPONSIBILITIES:
- Supervise, train, and mentor planning division staff, ensuring timely task completion and professional development.
- Set clear goals for staff and ensure adherence to City standards, policies, and procedures.
- Manage and oversee complex planning projects, including land use reviews, zoning applications, and critical development assessments.
- Serve as the City's technical expert on urban planning issues, providing guidance to the City Council, Planning Commission, and other stakeholders.
- Draft and evaluate ordinances, code amendments, and policy documents to align with city growth strategies and legal requirements.
- Manage and oversee consultant contracts and external partnerships, ensuring timely completion of projects.
- Lead the implementation of the City's comprehensive and strategic planning objectives.
- Track key projects, maintain records, and ensure compliance with state and local regulations, including the Growth Management Act (GMA) and State Environmental Policy Act (SEPA).
- Represent the Planning Division at City Council, Planning Commission, and other public meetings, clearly presenting complex planning concepts.
- Resolve planning-related conflicts and disputes with community members, developers, and other stakeholders in a professional and tactful manner.
- Monitor and respond to changes in local, state, and federal regulations impacting planning activities.
- Respond to resident inquiries, complaints, and requests for information, resolving issues professionally.
- Provide technical guidance to the public, developers, and staff.

REQUIRED MINIMUM QUALIFICATIONS: (Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills and abilities required to perform the job.):
- Bachelor's degree in Urban Planning, Public Administration, or a related field.
- Three (3) years of progressively responsible experience in planning or development review.
- One (1) year of supervisory or lead experience preferred.
- Strong knowledge of principles and practices of urban planning, zoning, and land use regulations.
- Familiarity with the Washington Growth Management Act (GMA) and the State Environmental Policy Act (SEPA).
- Excellent communication, analytical, and problem-solving skills.
- Ability to interpret and apply planning regulations, policies, and legal requirements effectively.
- Valid Washington State Driver's License.
PREFERRED QUALIFICATIONS:
- Experience in municipal planning and development review.
- Certifications related to planning (e.g., AICP) preferred.
- Ability to manage multiple projects, meet deadlines, and effectively supervise staff.

- 12 days of vacation during the 1st year of employment and 12 days of sick leave which are available for use upon accrual
- 10 holidays, plus each employee receives 1 floating holiday each year
- Washington State Department of Retirement Systems (DRS), which offers a guaranteed monthly benefit once vesting criteria has been met
- In addition to DRS, employees may also contribute to a 457 Deferred Compensation Plan, that offers a pre-tax contribution of 4% from the City

SAFETY/WORK CONDITIONS:
- Work is primarily performed in an office setting, using a computer at a desk.
- Attendance at evening meetings, including City Council and Planning Commission sessions, may be required.
- Occasional field visits and travel for training, conferences, or site visits may be necessary.
