SUMMARY
Incumbents are responsible for performing professional land use and urban planning work including current and long-range planning activities. Such activities include urban design; landscape architecture; parks and open space planning; reviewing zoning and development applications; and coordinating special projects. Other related support activities include research, analysis, report writing, customer service, and making oral presentations to the public, boards and commissions, City Council, and City management. This position works closely with county, state, and federal agencies, community groups, developers, and stakeholders to achieve the City's economic development, land use, transportation, and housing goals. Planner II is distinguished from Planner I by the size, complexity, creative demands, public relations problems, and independence of performance of assigned projects or functions.
 

ESSENTIAL DUTIES AND RESPONSIBILITIES 
The duties listed below are intended only as general illustrations of the various types of work that may be performed.   • Manages complex planning and development projects. Conducts research and analysis, evaluates findings, identifies significant issues and develops staff recommendations
  • Assembles formal and informal project teams when necessary. Defines project type and sets performance objectives, makes assignments, monitors progress, reviews the work of an interdisciplinary team, resolves issues and conflicts, reports finding and recommendations, documents approvals and is accountable for project process and the end product
  • Evaluates submittals for rezoning, use permits and variances, and prepares staff recommendations and stipulations for approval
  • Reviews preliminary and final plats, design and construction plans, and conducts final site inspection for approval on residential, commercial and industrial development projects
  • Routinely serves as "Planner of the Day" (POD) to answer and respond to all calls incoming on the general planning line, assist with front counter walk-in questions, sign-off on business licenses and other miscellaneous permits requiring planner approval
  • Prepares and presents reports to various City boards and commissions including Planning Commission, Board of Adjustment and City Council
  • Prepares amendments to the City's long range planning documents, comprehensive zoning codes and other application plans or policies
  • Meets with property owners, attorneys, developers and other design professionals to discuss and resolve planning and development issues, and exercises discretion in problem solving and negotiating agreements. Conducts public meetings with neighborhood and special interest groups
  • Provides technical support, information, and guidance to property owners, developers, other City departments, and elected and appointed official on adopted ordinance, policies, plans, and procedures
  • Represents the City's Planning Department at various local, state, regional and national events pertaining to planning and development
  • May provide guidance and/or training to the Planner I and/or Zoning Specialist positions
  • Cultivate inclusive and respectful working relationships that support a sense of belonging for all employees and community members

  • Performs other duties of a similar nature or level

EDUCATION and/or EXPERIENCE
Bachelor's Degree in Planning, Architecture, Landscape Architecture, or directly related field and two years professional level experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Additional education cannot be substituted for experience
