The Parks and Recreation Director plans, organizes, and oversees the operations of the Parks and Recreation Department, ensuring effective management of parks, facilities, trails, and programs. This role involves policy development, budget management, and coordination with other local agencies to enhance community recreational opportunities.

About the department:

The department currently consists of 8 maintenance workers, 4 administrative staff and 1 supervisor position. The department manages 17 Parks with 288 acres, 23 trails comprised of 14 miles, 14 sports fields, 12 playgrounds, 7 sports courts and 7 picnic shelters, they also help facilitate 30+ events a year. The administrative staff of 4 facilitates those 30+ events, manages over 1,600 facility reservations, plans upgrades to 17 parks and works to acquire new park, trail and open space areas within the city. The adopted 2025-2026 biennial budget is $5,436,638.

Job Responsibilities :

  • Exercises general supervision over professional, supervisory and technical staff.
  • Confers with and advises managers and supervisors on problems relating to the activities of their division.
  • Develops and implements programs, policies and procedures for the department.
  • Directs the planning, organization and implementation of overall departmental policies, objectives and procedures.
  • Participates in and leads various interdepartmental project groups, special projects and task forces.
  • Meets with vendors, contractors, and consultants regarding departmental activities.
  • Plans for existing and future equipment and facility needs.
  • Directs the preparation of operating and capital budget estimates and cost estimates on a variety of projects.
  • Manages department's budget appropriation.
  • Monitors legislation and develops policies and programs to ensure compliance with federal, state, county and local laws and regulations.
  • Directs the preparation, monitoring, and updating of six-year and twenty-year capital facility plans.
  • Direct and implement the Parks, Recreation and Open Space element of the Comprehensive Plan and coordinate updating the Plan with the Community Development Department and Planning Commission Researches and responds to questions or problems raised by Mayor, City Council, City Administrator, other City departments, outside agencies, and the public.
  • Assists in recruiting and selection of qualified candidates, development of position requirements, evaluation of employee performance, and analyze and assist in resolving human resource problems.
  • Prepares and conducts oral and written employee performance evaluations. Recognizes superior job performance. Corrects undesirable trends in performance consistent with established city policy.
  • Prepares or reviews reports for the city administrator, city council, or commissions. Works closely with council and other public and private groups to explain or coordinate plans for proposed projects, and to respond to their concerns. Coordinates work of the Parks and Recreation Department with other city departments, outside agencies and concerned citizens. Attends City Council meetings and/or work sessions when needed or requested.
  • Assist the Parks Board in fulfilling their purpose and functions as provided by ordinance (MMC 2.16.020). Availability to attend Park Board meetings.
  • Assists with preparation of grant applications.
  • Supports a positive work environment, keep others informed of work issues and programs by maintaining quality communications, display initiative to resolve problems and capitalize on opportunities in the job, and maintain a work environment supporting fair and equal treatment of employees within Equal Employment Opportunity guidelines.
  • Maintain regular, reliable and punctual attendance.
  • Other duties as assigned.

Minimum Qualifications:

  • Six years supervisory experience with responsibility for human resources, equipment, materials, and budgets, and six years of work experience.
  • A valid Washington State Motor Vehicle Operator's License.
  • Bachelor's degree in a subject related to parks and recreation, public administration, or preferred.

Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities will be considered.
