The South Jersey Transportation Planning Organization (SJTPO) seeks a technically oriented professional for a full-time position in the Capital Programming & Project Development area. The position will conduct project-oriented planning activities to support the implementation of transportation projects in the SJTPO region.

Responsibilities include supporting the development and management of surface transportation projects, supporting local project development efforts, including those focusing on congestion management/relief and intelligent transportation systems planning, and supporting various consultant-led technical studies.

The position will report to the Program Manager of Capital Programming & Project Development. The position is expected to begin on or around August 11, 2025. Depending on the qualifications and experience of the applicant pool, the position may be filled at the Assistant Planner or Principal Planner level or the Assistant Engineer or Principal Engineer level.

  • Assistant Planner/Engineer: Starting at $60,000-$67,000
  • Principal Planner/Engineer: Starting at $65,000-$72,000

The final salary will be commensurate with experience and education. Employees may be eligible for merit increases each year upon satisfactory performance evaluation.

Responsibilities:

  • Local Project Development: The position will conduct analyses that support the development and implementation of surface transportation projects. Responsibilities will include working with SJTPO member agencies to monitor and track project readiness for funding authorization in each fiscal year and providing financial management of projects.
  • Capital Programming: The position will assist in developing SJTPO's Transportation Improvement Program (TIP), which includes working with member agencies to prepare high-quality projects for federal funding programs.
  • Congestion Mitigation & Air Quality (CMAQ) Planning: This position will assist in planning and analytical duties associated with SJTPO's congestion management and relief planning efforts, including identification and advancement of congested locations, providing emissions estimates demonstrating air quality benefits of proposed projects, and other duties associated with processing and monitoring CMAQ and Carbon Reduction Program (CRP) projects.
  • Intelligent Transportation Systems Planning: This position will assist in regional stakeholders' and SJTPO member agencies' identification and feasibility of deployment of ITS technologies, including automated/connected/electric/shared use vehicles.
  • Additional responsibilities may include working closely with planners and engineers at the city and county levels. The position will also assist in other statewide or regional planning initiatives, including assisting with developing SJTPO's Regional Transportation Plan (RTP). Some fieldwork and travel are required.

Qualifications:

  • This position may be filled at either the Assistant Planner or Principal Planner level, depending on the qualifications and experience of the selected candidate.
  • The Assistant Planner/Engineer level is intended for candidates with a bachelor's degree in planning, engineering, or related field (master's degree preferred) and up to two years of relevant professional experience.
  • The Principal Planner/Engineer level is intended for candidates with a master's degree, up to five years of professional planning experience, and a demonstrated ability to take on complex assignments and work independently.
  • Both positions should demonstrate:
    • Strong analytical, communication, and project coordination skills
    • Well-versed in using Microsoft Office, including Word, PowerPoint, and Excel
    • Proficiency with Microsoft Access is strongly desired, including experience in database management and conducting queries
    • Proficiency with ArcGIS software is strongly desired, including data manipulation and analysis
