The County of Volusia is seeking a Growth & Resource Management Department Director . This role is responsible for administrative work coordinating, directing, and facilitating the operation and delivery of services provided by the Growth and Resource Management Department, including the Administration, Building and Code Administration, Environmental Management, and Planning and Development Services divisions.
Incumbents assigned to this classification are at-will and serve at the discretion of the County Manager.

Illustrative Duties

Ensures the efficient delivery of services to the public and internal customers.
Determines service levels and standards for the department’s divisions and activities. Develops and reviews initiatives to improve quality and effectiveness of services.
Serves as chief advisor to County Manager and County Council on issues relating to building and code administration, growth and environmental management, planning and development services, impact fees, and associated programs.
Serves as liaison and County representative to client cities, intergovernmental agencies, advisory groups, state and federal agencies, and citizen groups.
Coordinates contracts and delivery of services to client cities. Addresses media on high profile projects and operations.
Coordinates and oversees critical elements of the department’s divisions and activities including budget preparation, service levels, missions, goals, objectives, performance measures, personnel, and operations.
Serves on executive management team to assist and advise County Manager in developing short-term and long-term goals and objectives.
Responsible for overseeing staff reviews in the land development process including overall development plans, preliminary plats, and final plats of subdivisions and other development projects.
Serves as chair of the Development Review Committee.
Serves as the initial venue for appeals of determinations made regarding Article III, Section 70-81 relating to impact fees.
Must adhere to Federal, State, County, and local ordinances. Attends work on a regular and consistent basis.
Responds to emergency situations.
May be assigned to other county locations based upon operational needs. Performs other duties as assigned.
Minimum Requirements
Bachelor’s degree in Planning, Public Administration, Business Administration, or related field, and ten (10) years of progressively responsible supervisory and managerial experience.
A comparable amount of education, training, or experience may substitute for the minimum experience.
Must possess a valid driver’s license at the time of hire.
Must possess and maintain a valid Florida driver’s license within thirty (30) days of hire.
Knowledge, Skills & Abilities
Knowledge of principles, practices, and regulations as applied to local, state, and federal governments pertaining to building and code administration, environmental management, planning and development services, and impact fees. Knowledge of the principles, practices, and techniques of management and public administration.
Knowledge of effective supervisory practices and procedures. Knowledge of County codes, ordinances, and administrative policies.
Ability to analyze and interpret fiscal data and prepare appropriate statements and reports. Ability to identify and meet goals and objectives.
Ability to supervise and manage subordinate employees, consultants, and advisors. Ability to prepare accurate analyses, reports, and recommendations.
Ability to establish and maintain effective working relationships with officials, citizens, the media, consultants, employees, etc.
Ability to communicate effectively both orally and in writing.
Ability to express ideas clearly and concisely, orally and in writing, to groups and individuals.
Ability to exercise good judgment and initiative in the development and implementation of plans and procedures and in participation in the formulation of policy.
Ability to establish priorities, set schedules, and meet deadlines. Ability to work under stressful conditions.
Ability to interact effectively with others. Ability to respond to emergency situations.
Must be able to relocate to other county locations based on operational needs.

Mental Demands: Ability to read and comprehend professional manuals, legal documents, ordinances, and statutes; applications, surveys, plans, maps, and aerial photos; instructions, reports, abstracts, financial reports, letters, and summaries. Ability to write reports, evaluations, summaries, letters, financial reports, procedures, and policies. Ability to perform advanced mathematical functions. Ability to speak publicly and extemporaneously; conversant in policies, techniques and procedures of discipline. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.
Physical Demands: Sedentary work. Ability to see, hear, talk. Ability to lift, push, pull, and/or carry a minimum of 10 pounds. Ability to traverse uneven, wet, and/or undeveloped terrain. Visual acuity (peripheral vision, depth perception) necessary to operate a motorized vehicle.
Environmental Demands: Primarily inside work but may include outside work. Limited exposure to inclement weather, dust, and noise.
