About our opportunity:
The City of Asheville is seeking qualified applicants for the full-time position of Transit Planning and Projects Coordinator in the Transportation Department within the Transit Planning Division. The purpose of this position is to perform active planning, project coordination, data management and analysis, community engagement, grant administration support, federal regulatory compliance, and general support activities for the Transit Planning Division. This role provides direct support to the Transit Planning Manager for all projects related to the City's transit system, Asheville Rides Transit (ART), and is heavily involved in the implementation of the current Transit Master Plan.
What you'll be doing:
- Utilizing an array of transit software applications to perform various types of transit service analysis, including evaluating and forecasting service delivery and developing route alternatives.
- Maintaining and utilizing ART Intelligent Transit Systems (ITS) technology and infrastructure, including working with ITS vendors and Google Transit.
- Assisting with the planning, design, and construction of a major expansion of the Downtown Transit Center.
- Assisting with Transit Master Plan monitoring and evaluation of new service improvements, and preparing and implementing master plan recommendations as budget allows.
- Assisting with service planning efforts, including short-term planning, Comprehensive Operational Analysis, and long-term planning.
- Developing presentations and reports regarding key transit performance measures, service changes, and improvements, and leading public engagement activities.
- Reviewing new development projects for impacts to the transit system and making recommendations for improvements.
- Supporting the Transit Planning Manager with operations contractor oversight by providing reports and data on schedule adherence, missed trips, and completed revenue hours.
- Assisting with the compilation and submission of required transit data to the Federal Transit Administration (FTA) for compliance purposes, including National Transit Database (NTD) and Transit Asset Management (TAM) reporting.
- Overseeing the multi-year $1.0 million federal grant project focused on area-wide bus stop improvements.

About you:
We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:
- Bachelor's degree in Civil Engineering, Urban Planning, Transportation Planning, Transit Planning, or a related field.
- Three (3) years of experience in coordinating projects, urban or regional planning, or related fields.
- Must possess and maintain a valid driver's license.
Preferred Qualifications:
- Experience in geographic information systems (GIS) and/or analytical experience.
- Experience with graphic design or ability to update maps and schedules with Adobe Design Suite.
- Knowledge of or experience with transit-related software programs such as Trillium, Remix, Swiftly, or SPSS.
- Experience in transit specific planning including transit system operations, service performance evaluation, transit data collection and analysis.
- Experience in budgeting.
- Preferred certifications include ADA in Transit, Basics of Transportation Planning, Transit Service Planning, and American Institute of Certified Planners (AICP).

- Work Schedule: Monday - Friday, 8:30 AM - 5:00 PM. 37.5 hours per week. Some weekend and evening work is required for public meetings and special projects. Flexible schedule arrangements may be requested.
