Position Summary
The Transportation Planner supports the Palm Beach TPA in its mission to plan, prioritize, and fund a safe, efficient, and connected transportation system. The role focuses on developing and maintaining Geographic Information Systems (GIS) datasets, maps, and graphics to support planning initiatives. Additional responsibilities include supporting advisory committees, coordinating meetings, and contributing to the development and implementation of the Long Range Transportation Plan (LRTP) and Transportation Improvement Program (TIP). The position works under the direction of the Deputy Director of Programs with moderate independence.

Key Duties and Responsibilities

  • Identify and support transportation projects for inclusion in TPA funding programs.

  • Maintain project status, historical funding data, and related records in databases.

  • Monitor and update performance measures and transportation system performance data.

  • Create and manage GIS datasets, maps, and graphics for transportation analysis and web-based tools.

  • Collaborate with consultants, partner agencies, stakeholders, and the public.

  • Produce socioeconomic forecasts based on land use trends, support travel demand modeling, and post-process model outputs for publication.

  • Review transportation projects through Environmental Review Comments (ERC) and Multimodal Scoping Checklists (MMSC).

  • Conduct transportation and land use analyses using ESRI Suite tools.

  • Participate in corridor, multimodal, and land use planning studies.

  • Serve on partner agency committees and support public outreach and engagement.

  • Prepare and present materials for TPA meetings and to external audiences.

  • Provide technical assistance to local governments and agencies.

  • Support or serve as liaison for a TPA advisory committee.

  • Contribute to the development and monitoring of the LRTP, Regional Transportation Plan (RTP), and TIP.

  • Participate in regional and local freight planning efforts.

  • Perform other planning tasks as needed to meet agency objectives.

Minimum Qualifications

Education & Experience

  • Master’s degree with no professional urban planning experience, or bachelor’s degree with at least one year of professional urban planning experience.

  • Degree must be in urban planning, public policy, architecture, or a related field.

  • GIS experience analyzing transportation data and producing maps is required.

  • MPO experience and AICP certification are preferred.

Certificates & Licenses

  • Must have or obtain a valid Florida Driver’s License and maintain a clean driving record.

Knowledge

  • Transportation planning regulations (federal/state).

  • US Census and socioeconomic data for planning.

  • Local government planning requirements.

  • Florida Design Standards and transportation planning processes.
