Duties and Responsibilities:
- Supervise and direct the daily activities of code enforcement, building inspection, planning, zoning, stormwater management, and general administrative matters to include responsibility for the following:
- Oversight of all accessibility, plumbing, electrical, mechanical, sprinkler, and building plan reviews and inspections.
- Daily accountability of all departmental deposits and records.
- Property maintenance inspections and reports.
- Issuance of all permits for building, zoning, demolition, excavation & fill, burning, street opening, stormwater small project plans, operational, floodplain, and other permits as required by various laws, codes, and ordinances.
- Supervising the investigation of all buildings, zoning, property maintenance and code enforcement complaints.
- Responsible for administering, inspecting, and enforcing all zoning related matters.
- Oversight of the Township's Watershed Plan and NPDES Municipal Separate Storm Sewer System (MS4) program.
- The Township's Stormwater Utility Fee Program. Serves as the alternate Hearing Officer to review and approve/disapprove stormwater utility fee appeals and stormwater utility fee credits.
- Submission of all buildings, zoning, stormwater, floodplain, etc. reports to appropriate county, state, and federal agencies on a monthly, yearly, and quarterly basis.
- Oversight of the Township's Ag Security Area (ASA) program and Trap, Neuter, and Return (TNR) program.
- Perform all reviews related to the Subdivision and Land Development and Zoning Ordinances, and general administrative matters including:
- Supervising all activities for the Township Planning Commission, Zoning Hearing Board, and Historical Architectural Review Board, including agendas, minutes, and annual reports.
- Submit request for ordinance changes to the appropriate municipal and county agencies for review and comment.
- Manage all forms of financial security for public improvements, including financial security agreements, bonds, letters of credit, and escrow accounts.
- Enforce the Township's Zoning Ordinance, including all maintenance inspections and reports.
- Invoice all review time against developer's escrow accounts for review of plans related to SLDO and Zoning Ordinances.
- Meetings with developers, as needed, and providing comments upon completion of plan review.
- Administering the recording of all plans at the courthouse.
- Administering the daily collection of fees and providing a daily deposit report to the finance department.
- Maintaining a file on all public improvements that have been deferred by the Board of Commissioners.
- Attend Township meetings, including but not limited to Planning Commission, Historical Architectural Review Board, Stormwater Authority, Board of Commissioners, and Zoning Hearing Board, as necessary. Attend committee meetings, including but not limited to the Stormwater Improvement Committee and Public Improvements Committee, as necessary.
- Responsible for preparing annual department budget.
- Responsible for maintaining up-to-date Township zoning map, street map, and other official maps.
- Responsible for providing monthly and annual departmental reports.
- Maintain liaison with other local, county and state code enforcement agencies.
- Responsibility supervising the Department staff and assigning duties and monitoring all department training and certifications as required as part of the new statewide building code regulations.
- Serve as the Township's Zoning Officer.
- Serve as the Township's Floodplain Administrator.
- Operates a vehicle to travel to sites within and outside of the Township.
- Other duties as assigned.
Qualifications:
- A bachelor's degree in geography, urban/regional planning, GIS, engineering, public administration, or a related field; AND
- Four years of progressively responsible experience in planning; AND
- Three years' experience at the state or municipal level in code enforcement and zoning; AND
- Five years' experience in a supervisory position.
Required License or Certifications:
- American Institute of Certified Planner (AICP) certification or ability to obtain the certification within a determined period.
- Zoning Officer Certification (CZO) or the acquisition of the certification within a determined period.
- Certified Floodplain Manager (CFM) Certification or the acquisition of the certification within a determined period.
