Position Description-Seattle Public Utilities (SPU) is seeking an experienced Drainage and Wastewater Planning Supervisor to lead a team of three utility planners responsible for developing neighborhood-scaled utility plans to solve drainage and wastewater system challenges and partner with other City departments and agencies to deliver community co-benefits including mobility, open space, and livability improvements. The Planning Supervisor will ensure that future SPU investments achieve the Community Vision for Shape Our Water, a community-centered plan for the next 50 years of resilient drainage and wastewater systems (www.shapeourwater.org). This supervisory position will lead the development of area plans as well as oversee planners who are responsible for both the technical planning and community engagement elements of plans that tackle a diverse set of issues and cover a variety of geographic areas throughout Seattle.

Job Responsibilities

Strategic Planning and Coordination

  • Ensure area plans are aligned with the overall goals of SPU and the Drainage and Wastewater Line of Business
  • Develop guidance on approach and outcomes for area planning
  • Align processes and procedures across the area planning team
  • Coordinate with related projects and programs within SPU and at other City departments
  • Lead the development of area plans

Team Management and Supervision

  • Supervise three area planners, providing guidance, support, and professional development opportunities
  • Scope consultant support and management consultant teams
  • Balance resources across planning efforts within the team
  • Set and track the area planning team's schedule, budget, and work plan
  • Manage area planning risks and issues that arise, as well as taking measures to correct them

Program Leadership and Implementation

  • Identify, prioritize, and sequence new area planning efforts within the team
  • Report on area planning progress to the DWW Planning Manager and SPU leadership
  • Resolve policy and partnership issues that transcend individual area plans
  • Maintain positive relationships with city and agency partners and external stakeholders

Community and Stakeholder Engagement

  • Ensure the community's vision, goals, and voice are central to SPU's area planning efforts
  • Lead community and stakeholder engagement activities for complex, multi-area planning initiatives
  • Foster collaborative relationships with diverse communities and stakeholder groups throughout Seattle

Qualifications

Education: Bachelor's degree in Urban Planning, Environmental Planning, Landscape Architecture, Engineering, Geography, Public Administration, or two additional years of related experience.

Experience: Five (5) years of experience in infrastructure planning or capital projects, city or regional planning, environmental planning, resiliency/climate adaptation planning or related field, with a minimum of two (2) years of supervisory experience

Additional Information

Workplace Schedule/Environment:

  • Hybrid schedule with remote work flexibility (minimum 3 days/week in-office). Individual schedules will be agreed upon by the employee and their supervisor.

The salary range for this position is $114,004.80 - $171,069.84 annually
