POSITION SUMMARY

Oversees the planning and zoning activities of the Town of Mead, including making recommendations for planning as well as confirming businesses and residences are in compliance. Processes land use applications and annexation requests pursuant to the Town code and prepares detailed analysis reports during the development review process. Provides leadership for the building department to assure all codes are enforced properly and fairly. Acts as Town liaison with the public, landowners, developers, other staff, Planning Commission, the Board of Trustees, and other Advisory Boards, to assist in the understanding and advise in the use of the Comprehensive Plan, and Municipal Code within the Town of Mead.

 

Summary of Duties:

  • Conducts field investigations, administers surveys, oversees impact studies or other research to compile and analyze data on economic, social, regulatory, or physical factors affecting land use and prepares graphic and narrative reports on data.  
  • Advises planning officials on project feasibility, cost-effectiveness, regulatory conformance, or possible alternatives.
  • Presents staff reports and recommendations to the Planning Commission and Board of Trustees.
  • Supervises department employees, including building department, planning, business development and code enforcement, and assists with hiring, training, management, evaluating work, and providing support to all staff, as necessary.
  • Acts as the primary liaison to the Building Department and approve all residential and commercial building permits, temporary and final certificates of occupancy, building code amendments and revisions to Town codes. Provides leadership to the Chief Building Official.
  • Reviews and evaluates major, complex project proposals including ensuring compliance with applicable regulations, policies, and guidelines.
  • Makes recommendations to the Mead Renewal Urban Authority (MURA) regarding proposed projects and the use of funds to support economic development activities.
  • Processes and reviews Land Use Applications and assists in the preparation of planning documents for the Town.
  • Coordinates schedules, staff, and referral agency for multi-department reviews.
  • Acts as liaison with other public and private agencies, Board of Trustees, Planning Commission, and other Town committees.
  • Applies for grants and may take on special assignments.
  • Meets with community groups and businesses to foster strong community relationships.
  • Confers with property owners and developers to devise and recommend arrangements of land and physical facilities for residential, commercial, industrial, and community uses.
  • Negotiates and mediates conflicts, documents, agreements, and monitors project implementation.
  • Participates in long-range planning and assists in preparation of planning documents for the Town, including but not limited to, the Town Comprehensive Plan, Land Use Code and Community Design and Development Standards.
  • Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and renewal.
  • Reviews and evaluates proposals for annexation, site planning, plats, parks and recreation designs, and other land use applications.
  • Performs related work as required and assigned.

Minimum Qualifications:

  • Bachelor’s degree in Planning, Landscape Architecture, Urban Design, or a closely related field required.
  • Five (5) years of professional planning experience.
  • Master’s degree in Planning, Urban Design, or a closely related field preferred.
  • A combination of education and experience may be considered.

**All Town positions require the successful completion of a drug screen & background check.
