In seeking its next executive team member, the Village is pursuing a forward-thinking collaborative leader to oversee the Community Development Department which has 4 full-time employees and two (2) part-time contract employees. The Department serves as liaison to the Planning & Zoning Commission and Beautification Committee and attends regularly board meetings twice a month. The Village updated its Strategic Plan in 2020 and will be embarking on the next update in late 2025 or early 2026.

The new Director will perform a variety of administrative duties related to the daily management of department operations including planning and zoning, contractor licensing, permitting/inspections and code enforcement activities. Work will include establishing departmental goals and objectives, development of policies and procedures and budget administration. Additional work includes giving presentations to the Village Board, Commissions, Homeowner Associations and other organizations. Supervision is exercised over professional and clerical staff allowing for an effective working relationships with Village employees, community members, elected officials and other community leaders. The Director will support and promote the Village's mission, vision and core values in all aspects of job performance. Assignments are performed with a considerable amount of independence under general supervision from the Village Manager.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Direct, supervise and coordinate the day-to-day activities of the department including contracted personnel and confer with other Village staff to assure timely and accurate completion of planning, zoning, building permitting, inspections and code enforcement activities.
  • Enforcement of rules and regulations, promotions, dismissals of personnel and prepares annual performance evaluations.
  • Responsible for the implementation and/or enforcement of the Village's Comprehensive Land Use Plan, Zoning Ordinance, Subdivision Regulations, Building/Property Maintenance Codes, Village Codified Ordinances in addition to any applicable Federal, State and local laws.
  • Research, write and manage grants from the federal, state, regional agencies and other private and public funding sources; related to general planning, transportation, environmental, housing, building and code enforcement initiatives.
  • Develop the annual department budget; monitor and track revenues and expenditures.
  • Coordinate the various Village permitting and inspection processes with other departments.
  • Establish short-term and long-term strategic planning goals and objectives related to the Village's planning, zoning, building and code enforcement needs in coordination with other Village Departments and Village Board; develop performance metrics and create reports to monitor strategic priorities.

EDUCATION & EXPERIENCE

  • Bachelor's Degree in Urban Planning (Master's Preferred), Political Science, Public Administration or other related degree programs of study.
  • (7-10 years) in municipal planning, including at least 5 years of supervisory responsibility.
  • Familiarity with technology, applications and software commonly used in department operations and processes.
  • Knowledge of the BS&A financial software system is a plus.

Candidate should have experience in supervising a building and code enforcement division, understanding the need to balance consistency with common sense in code application. Strong communication skills and demonstrated history as a problem solver. A demonstrated record of success in leadership with senior and junior department employees fostering a thriving culture of teamwork within the department.

COMPENSATION & BENEFITS

The starting salary range is ($105,000 - $115,000) DOQ. The Village of Richton Park offers a comprehensive benefits package which includes contributions to medical, dental, life insurance and the Illinois Municipal Retirement Fund (IMRF), optional 457 deferred supplemental plan, paid vacation, sick, personal days and holidays. The Village does not have a residency requirement though residency or nearby residency is desired.
