Position Description
Job Summary: This position is a key member of the City's executive leadership team, responsible for leading the operations of several critical functions. This role oversees the effective management of public works functions such as water, water reclamation, solid waste, streets, fleet, maintenance, facilities, engineering, and customer service, ensuring compliance with applicable laws and regulations.
Essential Duties and Responsibilities:
- Provide strategic guidance and support to operations leadership to ensure the delivery of high-quality public services in alignment with City goals and objectives.
- Oversee the development and execution of long-term strategic operational plans, ensuring community growth and reliability needs are met.
- Drive operational excellence and efficiency as well as provide support to other city departments.
- Oversee the development and enforcement of operational policies, procedures, and best practices to streamline and enhance operational efficiency and effectiveness.
- Identify and address operational challenges and opportunities, ensuring long-term sustainability and growth.
- Oversee the development, maintenance and improvement of municipal infrastructure, ensuring safety, compliance, and sustainability.
- Foster a collaborative and productive work environment that encourages innovation, continuous improvement and exemplary service.
- Oversee the development and management of department budgets, ensuring fiscal responsibility and accountability, while monitoring financial performance and implementing corrective actions as needed to achieve budgetary goals.
- Partner with key stakeholders to plan, budget and prioritize the execution of key capital projects.
Develop leaders who manage teams and functional areas with integrity, excellence, and outstanding customer service. - Ensure compliance with all applicable laws and regulations.
- Build and maintain positive relationships with community stakeholders, including residents, businesses, and other governmental agencies.
- Address public concerns and inquiries, providing transparent and responsive communication.
Qualifications:
- Bachelor's degree in engineering, business management, public administration or related area required.
- 10 years of progressively responsible experience in public administration, business operations or related field required, including 7 years of leadership or management experience.
- Proven track record of successfully leading and managing multiple departments and large teams.
- Excellent communication and interpersonal skills, with the ability to engage and inspire diverse stakeholders.
- Demonstrated expertise in managing diverse public services and infrastructure.
Work Environment:
Most work is performed indoors in an office where noise and interruptions occur. While performing the duties of this job, the employee is regularly required to sit; walk; use hands; talk and hear. The employee is occasionally required to stand; walk and reach with hands and arms. The employee will be required to communicate effectively verbally and in writing. The ability to talk and hear via the telephone and through face-to-face communication is needed. Ability to maintain a professional appearance and demeanor is necessary. Occasional travel may be required for worksite visits, conferences, training, or intergovernmental meetings.
