The Planning Division Chief classification is charged with the responsibility for major departmental operations within the Planning & Community Development Services Department. This classification reports to the Director and may substitute in the absence of the Director. Incumbents plan, direct and manage the day-to-day operations of a division, work independently, use good sound judgment and discretion in handling the most complex, varied and specialized administrative and planning and community development programs.
Duties
- Manages the day-to-day operations of a Planning Division within the Planning and Community Development Services Department.
- Directly supervises management staff and other administrative personnel engaged in the activities of the assigned division.
- Plans, organizes, directs, supervises and assigns work in accordance with departmental policy and the annual work program; coordinates work assignments and reviews work of subordinates for accuracy and completeness.
- Determines priorities and objectives and makes recommendations to the Director; coordinates the functions within each division and with the various divisions including, Planning, Community Development, and the Administrative and Fiscal Division.
- Advises the Director and Executive Management Team concerning development projects, policies, procedures, personnel matters, staff development and fiscal matters.
- Evaluates the functions, operations and divisional needs of assigned division and proposes improved administrative policies, organization and procedures.
- Participates in the development and implementation of the annual work program.
- Participates in the preparation and management of the departmental budget.
- Reviews and amends complex plans and project proposals.
- Reviews and recommends departmental positions on proposals and projects.
- Prepares complex reports.
- Maintains statistics and data relating to the operations of the assigned division.
- Acts as a hearing officer as assigned.
- Acts for the Director in her absence.
- Maintains cooperative work relations with other County departments, private and public agencies.
- Attends meetings and makes presentations to the Planning Commission and the Board of Supervisors.
- Meets with community groups, organizations, and members of the public.
- Represents the department at various hearings and meetings.
Minimum Qualifications / Employment Standards:
Graduation from an accredited college or university with a Bachelor's Degree in planning or a related field AND five (5) years of experience in governmental work relating to land-use planning and/or land development, one (1) year of which must have been in a supervisory capacity; OR any equivalent combination of education, training or experience.
Possess and maintain a valid California Class "C" Driver's License upon appointment.
