The Town of Lincoln is seeking a knowledgeable, collaborative, and forward-thinking Town Planner to lead the Town's long-term planning initiatives and oversee the daily operations of the Planning and Building Department.
This is an exciting opportunity for an experienced planning professional to play a key role in shaping the future of a vibrant mountain community known for its natural beauty, outdoor recreation, and strong sense of place. The Town Planner will direct planning efforts related to land use, economic development, and the preservation of Lincoln's natural and cultural resources.
The ideal candidate will have experience working with elected officials, patience for handling complex or sensitive matters, and the ability to navigate the nuances of municipal politics with professionalism and diplomacy.
Position Overview
Working under the general supervision of the Town Manager, the Town Planner serves as professional staff to the Planning Board and acts as an inter-board liaison on land use matters of common interest. The position involves performing a wide range of professional planning duties requiring initiative, sound judgment, and the ability to manage complex projects independently.
Key Responsibilities
- Direct and manage all activities of the Planning and Building Department, including supervision of staff and coordination of daily operations.
- Provide professional support and recommendations to the Planning Board and other municipal boards on planning and zoning matters.
- Review and process subdivision, site plan, variance, and other land use applications for compliance with Town ordinances and state regulations.
- Assist applicants through permitting processes, ensuring clear communication and consistency with Town policies.
- Prepare studies, reports, and maps related to land use, infrastructure, and community development.
- Oversee the department budget and identify grant opportunities to support planning and community development goals.
- Collaborate with Town officials on the Capital Improvements Plan and Master Plan updates.
- Serve as a resource to the public, developers, and community organizations on zoning and planning matters.
- Recommend and draft zoning amendments and policy changes for Planning Board review.
Qualifications
- Bachelor's degree in Urban or Regional Planning, Public Administration, or a related field (Master's degree preferred).
- Minimum of five years of progressively responsible experience in municipal or regional planning.
- Thorough understanding of land use laws, zoning, and community development principles.
- Excellent communication, analytical, and organizational skills.
- Demonstrated ability to work effectively with elected officials, staff, and the public.
- Supervisory and budget management experience preferred.
