The City of Raytown is searching for an Economic Development Administrator to plan, organize, direct, coordinate and supervise complex redevelopment and economic development projects; to develop and implement programs to encourage economic development within the City; to perform economic development research and related activities; to supervise real property acquisition activities; to oversee special projects as assigned, and to provide assistance to the City Administrator and other supervisory staff on economic development projects and programs.
Required Knowledge, Skills, and Abilities:
- Manage, supervise, and coordinate activities of the economic development program.
- Develop marketing and promotional programs to enhance the implementation of economic development activities.
- Research development opportunities within the City, develop, implement, and maintain an economic development program.
- Assist City Attorney and other staff with negotiation and administration of development and disposition agreements and contracts.
- Compile the statistics and information on available commercial and residential property.
- Attend Board of Aldermen, Planning and Zoning Commission, and other City Board and Commission meetings as needed.
- Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and guidelines.
- Prepare and administer the economic development budget.
- Explain city code economic development goals and objectives, policies, and procedures to the development community, existing businesses, and prospective businesses.
- Act as a liaison between the economic development division and other city departments, councils, boards, and committees. Respond to citizen complaints, concerns, and requests.
- Serve as staff liaison to various metropolitan economic development organizations.
- Apply for or assist other city staff in applying for economic and community development grants.
- Perform all other duties as assigned.
Experience:
Minimum of four years of public or private economic development experience.
Training:
Minimum of a Bachelor's degree from an accredited college in economic development, business, or public administration, urban studies, or a similar field. A Master's degree is preferred.
License or Certificate:
Possession of Certified Economic Developer's Certification (CEcD) is preferred.
ADA/Physical Requirements:
Maintaining physical condition necessary for standing and sitting for prolonged periods of time; manual dexterity; adequate eyesight, hearing, and speech required; may be necessary to operate assigned vehicle.
Working Conditions:
This position requires availability for emergency response during evenings, weekends, and holidays. Work is performed in both office and field environments, sometimes under adverse weather and hazardous conditions. The Director may be required to serve on-call during emergency incidents and large-scale city events.
