JOB DESCRIPTION

The Town of Lyman is seeking a qualified, motivated planning professional to serve as its Planning & Zoning Administrator. This position plays a key role in guiding responsible growth and development within the community while ensuring compliance with local regulations and state law.

POSITION SUMMARY

Under limited supervision, the Planning & Zoning Administrator performs professional, administrative, and technical work related to zoning administration, land development, code enforcement coordination, and long-range planning. The position serves as the primary staff liaison to Town Council, the Planning Commission, and the Board of Zoning Appeals on zoning and land use matters and reports directly to the Town Administrator.

KEY RESPONSIBILITIES

Planning & Zoning Administration

  • Administers and enforces the Town's Zoning Ordinance, Land Development Regulations, and International Property Maintenance Code.
  • Reviews residential, commercial, and industrial development applications, site plans, subdivision plats, and related materials for zoning compliance.
  • Interprets zoning and land use regulations for Town staff, developers, contractors, and the general public.
  • Conducts site inspections to verify zoning and code compliance.

Town Council & Ordinance Preparation

  • Prepares and presents monthly planning and zoning activity reports to Town Council.
  • Drafts proposed ordinances related to zoning reclassifications, annexations, zoning ordinance amendments, and Comprehensive Plan implementation.
  • Attends Town Council meetings to present reports and respond to zoning and land use questions.

Boards & Public Process

  • Coordinates all correspondence, scheduling, agendas, packets, notices, and documentation for Planning Commission and Board of Zoning Appeals meetings.
  • Ensures compliance with statutory public notice requirements and procedural timelines.
  • Attends and supports Planning Commission and Board of Zoning Appeals meetings.
  • Prepares meeting minutes and maintains permanent zoning and board records.

Interdepartmental & External Coordination

  • Coordinates pre-construction and development review meetings with Public Works and the Fire Department.
  • Works closely with the Business License Department to ensure proper licensure.
  • Coordinates daily with the Town's third-party building permit and inspection provider.

Code Enforcement Oversight

  • Supervises and provides guidance to the Code Enforcement Officer.
  • Oversees enforcement of the International Property Maintenance Code.

QUALIFICATIONS

Education

Bachelor's degree in city, regional, or urban planning; architecture; public administration; public policy; or a related field.

Experience

Minimum of five (5) years of experience in planning, zoning, land use, land development, and/or code enforcement. Municipal experience preferred.

Skills

Strong communication, organization, and regulatory interpretation skills. Proficiency in Microsoft Office required; GIS experience preferred.

LICENSING & WORK CONDITIONS

Valid South Carolina driver's license required. Mileage reimbursement provided per Town policy.

BENEFITS

Salary: $60,000 – $70,000 (commensurate with experience)

Hours: 40 hours per week
