GENERAL PURPOSE:

This position, under the direction of the Town Manager, is responsible for planning functions and projects requiring a combination of skills in research, analysis, development review, public presentation, and interpretation of concepts and data pertaining to planning and implementation of the Town of Fraser Municipal Code. Work is performed with general instructions from the Town Manager with considerable latitude for independent initiative and judgment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The below list is intended to be illustrative of the responsibilities of the position and not all encompassing. Specific responsibilities of the position may shift as Town needs evolve.

  • Provides professional planning support services to the Town; processes land use applications and conducts review of annexation requests, subdivisions, rezonings, planned developments, site plans, conditional use permits, zoning variances, landscape plans, architectural design review, and development improvement agreements.
  • Serves as the main point of contact with the development community, referral agencies, and property owners throughout the land entitlement and development review process.
  • Implements the Town's Comprehensive Plan through identified policy goals, strategies, and actions in collaboration with other Town staff and regional partner agencies. May assist and/or lead planning efforts related to other Town and partner agency studies and plans.
  • Provides supervision and guidance to the Assistant Town Planner in managing the responsibilities and workload of the Planning Department.
  • Serves as the initial point of contact for Planning Department requests; provides assistance with requests for information regarding property zoning and development allowances, sign permits, and may assist the Town Clerk with various types of Town licenses, special use permits, and responding to open records requests.
  • Performs GIS operations utilizing ArcGIS, ArcGIS Online, and other applicable software applications.
  • Assists in zoning code enforcement with the Fraser - Winter Park Police Department.
  • Prepares meeting packets and facilitates monthly Planning Commission meetings and Board of Adjustment meetings when necessary; prepares various Town Board, Planning Commission, and Board of Adjustment staff reports and workshops.
  • Prepares legal postings and notifications, and conducts site visits.
  • Assists the Building Department and Public Works Department in reviewing, issuing, and inspecting building permits for zoning compliance.
  • Manages the Planning Department budget and helps coordinate third party review fees with the Finance Department.
  • Interacts with the general public, including contractors, property owners, and concerned citizens with tact and diplomacy.
  • May represent the Town at local and regional meetings as well as other public events.
  • Provides an ethical commitment to protecting the health, safety, and welfare of residents and visitors in Fraser.
  • Remains educated on new techniques in both planning and the building industry; continuing education is expected to be pursued at the Town's expense, with emphasis placed on professional advancement within the planning field, including, but not limited to: American Planning Association (APA) membership, attendance at statewide, regional, and national planning conferences, and American Institute of Certified Planners certification.
  • Researches, develops knowledge of, applies for and administers grants as related to land use planning and strategic planning projects.
  • Provides professional records management within the Town's records database.
  • Performs related work as required.

OTHER IMPORTANT DUTIES

  • Assists in the creation of necessary programs, processes, policies and procedures for assigned responsibilities.
  • Performs duties requiring discretion and independence of action; manages confidential matters; manages a variety of administrative details which involve contact with various officials in the public service and private industry.
  • Composes and processes a variety of correspondence, reports, forms and other materials; examines for accuracy and completeness; resolves discrepancies, consulting with employees as appropriate.
  • Keeps informed of pertinent new rules, regulations and legislation.

  • Knowledge of the geography of the town.
  • Must have excellent management, time management, planning, organizational, administrative, computer, and interpersonal skills.
  • Ability to exercise good judgment/discretion and make decisions quickly.
  • Ability to be to manage multiple tasks.
  • Ability to read, understand, and interpret various zoning ordinances, codes, and regulations.
  • Basic knowledge of government processes and responsibilities, as well as a solid understanding of community development issues and processes in a resort setting.
  • Ability to work with land developers, property owners, and the general public with tact and diplomacy, often in stressful situations.
  • Must possess excellent research and report presentation skills, strong written and verbal communication skills.
  • Ability to establish and maintain effective working relationships with Town employees, Town elected officials, other agencies, and the public.
  • Ability to drive and operate the department's assigned vehicles and equipment in a safe and efficient manner.

EXPERIENCE, EDUCATION, AND TRAINING:

  • High school diploma or equivalent.
  • Bachelor's Degree in urban planning, architecture, public policy or related field of study
  • General knowledge of municipal planning processes with 2-4 years of planning experience in a municipal setting

LICENSES/CERTIFICATIONS:

  • Valid State Driver's License
  • Satisfactory Motor Vehicle Record (MVR)
