JOB DESCRIPTION

The City of Warrensburg is located 45 minutes east of Kansas City, and is a rapidly developing community with tremendous growth potential. Warrensburg is home to the University of Central Missouri and is located near both Whiteman Air Force Base, home of the B-2 Bomber, and the Lake of the Ozarks. We are looking for an energetic, professional City Planner with well-developed skills in development services, master planning, zoning, administering grants, an understanding of economic development and a commitment to best practices and problem-solving in a team-oriented environment.

Essential Duties and Responsibilities

1. Maintains a thorough knowledge of the zoning, subdivision, and other development codes of the City of Warrensburg and State of Missouri and the City's Strategic Plan. Interprets and administers City zoning ordinances and land use regulations.
2. Serves as a resource providing technical information on land use applications, ordinances, codes, plans and related planning programs, or services to property owners and the development community. Researches alternatives and recommends solutions in a collaborative and problem-solving approach.
3. Conducts and completes site plan reviews for building permits, development proposals, and subdivision plats. Conducts site inspections in the field assuring for compliance with zoning ordinances. Functions as part of the Plan Review Team with a focus on quality customer service.
4. Processes zoning, subdivision and land use applications, conducts technical research, prepares staff reports, recommendations on zoning applications, and makes presentations to boards and commissions.
5. Functions as the staff contact to the Planning and Zoning Commission, Board of Adjustment and the Historic Preservation Commission, reviewing all application materials, preparing legal notices, agenda packet materials, making presentations, drafting minutes, and providing procedural guidance.
6. Researches, provides recommendations, and assists in drafting or revising zoning ordinances.
7. Assists in the economic development issues of the city. Assists in economic growth through the success of businesses and quality development by using a pro-growth strategy.
8. Manages walk-ins and phone calls, answering questions and providing clarification to local citizens inquiring about local planning and zoning regulations and ordinances utilizing best practices.
9. Manages project including lead the effort to update and implement the Comprehensive City Plan and other master plans in conjunction with other City staff and consultants.
10. Maintains relevant layers in the City's GIS database and has the ability to make a map for presentations in GIS. Identifies GIS projects and tasks to be undertaken by outside GIS consultant.
11. Occasionally provides back-up coverage for front desk.
12. Prepares and administers grants assuring for compliance with grant requirements and City policies and procedures. Assists in coordinating timing of application with adopted City Council Strategic Plan and the approved Capital Improvements Budget.

Minimum Training and Experience Required

High school diploma or equivalent.

Bachelor's degree in Urban and Regional Planning or a closely related field.

Preferred Training and Experience Required

Master's degree in Urban and Regional Planning or a closely related field and two years related work experience.
