Description

The IT GIS Analyst - Growth Management is responsible for overseeing the City of Ocala's GIS operations of Growth Management. Providing advanced technical expertise, project management, and user support across various divisions within the Growth Management department. This role combines the responsibilites of , GIS data management, system integration, user training, planning knowledge, and GIS project oversight. The IT GIS Analyst - Growth Management position will collaborate with Planning and Growth Management staff to ensure seamless GIS operations, effective use of GIS technology, and the successful execution of GIS projects and services. This position requires knowledge and expertise in urban planning, U.S. Census data manipulation, Esri tools, ArcGIS Online administration, data analysis, system integrations, and GIS workflow optimization.

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES
Training & Communication:

  • Develop and facilitate training programs, identifying training topics based on current needs and user feedback.
  • Organize and lead monthly GIS meetings, and training sessions to improve GIS tool proficiency among city staff.
  • Coordinates as necessary with outside agencies, applicants, and consultants and other city departments to develop and maintain GIS information necessary to process applications and update maps and data as needed.
  • Notify users of updates and new tool implementations, ensuring smooth transitions across GIS technologies.
  • Provide clear documentation and guidelines to end-users, ensuring effective usage of GIS tools and services. User Support & Troubleshooting: User Support & Troubleshooting.
  • Provide advanced user support for GIS applications and tools, including Esri’s Field Maps and other mobile or web-based platforms.
  • Troubleshoot and resolve GIS-related issues, collaborating with internal teams and Esri Support as needed.
  • Provides project related GIS support for Planning and Growth Management including project and case GIS activities.
  • Develops and maintains city wide data sets to support long range planning functions including comprehensive plan updates and amendments to the comprehensive plan.
  • Assist with creating, maintaining, and updating Standard Operating Procedures (SOPs) for growth related GIS functions, internal operations, user processes, and GIS workflows.

Project Coordination & System Integration:

  • Oversee and coordinate GIS-related projects, ensuring the integration of GIS technology across various departments.
  • Participate in cross-departmental meetings to ensure GIS projects align with citywide initiatives, the Comprehensive Plan, Master Plans, and Growth Management and IT strategies.
  • Develops and promotes the use of GIS application in the performance of duties to provide additional geospatial correlation to development and permitting data and other city-wide metrics.
  • Administer ArcGIS Online, including the creation of new solutions, mapping applications, and provisioning licenses for staff. Data Maintenance & Auditing:
  • Maintain and manage the City’s Growth Management GIS data, identifying inconsistencies and ensuring the accuracy and integrity of GIS assets.
  • Conduct monthly audits to clean up GIS data and applications, ensuring data quality and application functionality.
  • Respond to departmental data and map requests, creating custom maps and conducting spatial analysis to support planning and decision-making.

Automation & Scripting:

  • Create custom expressions to enhance map functionality and user experience in ArcGIS Online.
  • Publish and manage GIS map services for both internal and external stakeholders, including supporting special integrations with external vendors.
  • Assist with writing and modifying scripts to automate GIS workflows, improving efficiency and consistency.

Backup Support & Cross-Functional Collaboration:

  • Provide backup support to the Enterprise GIS Manager for GIS operations, system upgrades, and technical support cases.
  • Collaborate with Growth Management and the Planning Division, IT, external vendors, and Esri to implement Planning and other Growth Management related GIS solutions and manage integrations with other systems.
  • Serve as a key resource for department mapping, GIS troubleshooting, software management, and system upgrades, ensuring continuity of GIS services.
  • Manage the GIS Hub, internal, and external-facing Growth Management GIS web pages, ensuring stakeholders have access to up-to-date GIS information.

Minimum Qualifications

EDUCATION AND EXPERIENCE

  • High school diploma or GED required.
  • Graduation from an accredited 2-year college or technical school with major coursework in Planning, Computer Engineering or related field is required.
  • Minimum of 2 years of paid experience in GIS and planning is required with 4 years preferred.
  • An equal combination of training and educations experience may substitute for educational requirements.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

  • Must possess a valid Florida Driver's License with an acceptable driving record.
  • Must obtain Esri ArcGIS Pro Foundation Certification within one year of employment.
