This Model Sustainable Development Ordinance written by CR Planning for the state of Minnesota provides solar energy standards communities can incorporate into their land development regulations.

The ordinance provides a detailed purpose statement, lists solar-related definitions, and addresses height, setback, and visibility standards for permitted accessory uses. It describes an administrative plan approval process and allows for administrative variances where standards cannot be met. The ordinance also limits the restriction of solar energy systems by private covenants, provides for the protection of solar access, and offers a number of different incentives for the installation of rooftop solar.
