The county's zoning code defines a number of solar energy system types, including large-scale and small-scale solar energy facilities (§154.2.003). The code establishes a Solar Energy District (SED) as one of four floating zone districts. It is allowed in the Ag/Rural Business and Existing Industrial districts for the development of comprehensively planned and designed solar energy power generation; the maximum parcel size allowed is 220 acres (§154.2.175). Standards for the SED address permitted uses, height, stormwater management, vegetation, wiring, forest removal mitigation, vegetated buffers, noise, lighting, solvent use, water supply, disposal of broken equipment, setbacks, and abandonment/removal (§154.2.178). Small solar energy facilities are permitted by right in all zoning districts (Appendix A, Category 3.31).
