Affordable Housing Programs

The county’s codified ordinances contain incentives for affordable housing development. §138-3211 lists the incentives, including density bonuses, reduced lot sizes, reduced parking requirements, expedited review process, and waived fees.

Historic Preservation

The county’s codified ordinances contain a chapter on historic preservation that translates goals from the comprehensive plan into local regulations (Chapter 146). It establishes the Pinellas County Historic Preservation Board with assigned powers and duties, sets a designation process, and requires the issuance of a certificate of appropriateness for work on historic properties or in historic districts. It also outlines maintenance provisions and incentives, including a tax credit, variances from building code, and exceptions to the zoning ordinance.

According to the county's Land Development Code, within the county's historic district, solar panels and other modern equipment on new construction must be concealed from public view (Sec. 138-1013.b.4).

The county's zoning code was amended in 2011 to address chickens (§138-1348). Up to 4 chickens may be kept on occupied single-family properties in R-1–R-4 and R6 districts for personal use only. Standards address screening; coop and enclosure location, setbacks, size, design, and construction; and health/sanitation and nuisance prevention.
