The city’s zoning ordinance codifies a points-based bonus system for downtown development that includes credits for bicycle amenities (§1223.C). Phoenix allows height, density, and parking bonuses to developers who take measures to improve sustainability. For commercial sites, items that gain points are: locker, shower, and/or tire air-up facilities. Required short- and long-term bicycle parking and other required amenities are excluded. For residential sites, such measures include provision for bicycle amenities such as: secure parking areas, locker, and/or tire air-up facilities for tenants. The number of amenities are based on percent of total number of dwelling units.

Food Systems | food trucks

The city’s business code contains an article on mobile vending (§10-160 et seq)that provides definitions, addresses mobile vending on private property, and covers fees, application, exemptions, restrictions, and court proceedings. The city’s zoning ordinance permits mobile food vending in the C-3 zoned commercial district (Ch.6, §622).

Solar energy

For the Downtown District, the zoning ordinance provides a sustainability bonus (up to 8 credits) for the provision of on-site renewable energy, including solar (§1223.C). Solar panels and solar water heaters are exempted from rear setback requirements (§1207.N.3.b). The appendix to the zoning code provides a fee schedule for 5 permitting options for residential solar PV systems (App. A2, §232).

Transit-Oriented Development

The city’s zoning code includes a mapped form-based code to help implement five transit-oriented development policy plans along a light rail corridor (§1301 et seq.). Code sections address code administration, transect districts, transect lot standards, site development standards, frontage standards, permissible uses, parking standards, signage standards, landscape standards, open space improvements, design development considerations, character areas, and design and standards alternatives.
