Form-Based zoning

The city’s zoning code includes a mapped mandatory form-based code. It includes ten transect zones all with different permissible land uses, form standards, building frontage types, façade design standards, parking standards, and landscaping standards.

Inclusionary Housing

The city addresses inclusionary housing in its zoning code (§10.06.050, p. 10-80). The code establishes an affordability requirement for for-sale residential developments of at least 15 percent for low- and moderate-income households. At least 15 percent of rental units must be dedicated to the city or an approved nonprofit housing group for rental to low- and very low-income groups. A 10 percent affordability requirement applies in the downtown specific plan area. The code also establishes an affordable housing fee for commercial parcels. The affordability period requirement is 55 years.

The code requires security for affordable housing provision, such as a deed restriction or bond. Standards for the construction of affordable units address timing of construction, comparability of units, size, product type mix, and location. Alternative means of compliance include secondary dwelling units, off-site construction, in-lieu fees, or land dedication.

Solar Energy

The city's development code exempts rooftop solar equipment from screening requirements (Sec. 4.05.040.B.1.a).
