Content-Neutral Sign Regulation

The town’s zoning code includes sign regulations amended in response to the U.S. Supreme Court’s decision in Reed v. Town of Gilbert (Article XII). It generally adheres to a literal interpretation of content neutrality (i.e., you do not have to read a sign to know whether it is in compliance with the regulations). However, the list of exempt signs does include a number of content-based sign descriptions (§XII.B.15). It also includes an undefined reference to temporary Directional Signs associated with onetime events (§XII.E.5(b)). It includes a clear message substitution clause (§XII.F).
